Some of the adverts were released in the natlonal newspapers as a requirement tn sectron 66 of the County Government Act No. 17 of
2012 while others rvere not due to financral constrains but were placed in the County website. In exceptronal cases where the Board felt that the target audience was at the grassroots and not hkely to read the darly newspapers thrs was augmented wrth announcements and talk shows in some of the local radio stations wrth wide followrng in the
County, the County websrte and religrous lnstrtutions . For the senror posihons where issues of lntegnty must come to play, candidates were asked to come with the necessary clearance from Ethrcs and Anti-
Comrption Commrssion (EACC), Higher Education Loans Board
KRA etc.

Servrce Board advertised 66 posrtions for the followrng positions based on the received indents from varrous departments during the year2Ol4 (ANNEX I).

The board taced budgetary challenges rn whrch it rvas allocate only
Two (2) Mrlhons for advertrsement and hence could not advertrse all vacant posts ln the newspapers as requrred by law. Treasury also issues a crrcular advisrng that all adverts be done through the County
Government websrte due to huge debts in procurement adverts. Copres of every advert released have been forwarded to the Assembly wtth a request to the Clerk to produce copies for all the Members of the
County Assembly. Copies of the adverts have been sent to the Sub
County Admrnistrators with instructions to ensure that they are displayed rn all strategic areas in the County'. Desprte all these attempts to ensure that the posltions are grven adequate publicrty, rt has come to the notice of the Board that some people wrthrn the County have not seen some of the adverts. The board wrll look lnto more innovative methods of ensunng that the adverts get more publicity through other channels including the use of ICT.

It is important to have the face of Kenya among the County employees as one way of achieving national unrty. Applrcants who are not from the County have been very few indeed but the board has recrurted those who met the mrnrmum requirements. Thrs indeed rs a key motivational force to ensure that the County should be able to generate its orvn manporver. [t should be self-rehant ln the event that there are skrlls gaps where local personnel are not available and
Kenyans from other parts of the Country are not rvilling to take them
As one of the prrncrples of the publc servrce under Article 232, therefore, the Board has clearly done all rt can to ensure that the members of all ethnrc groups are reached. Qualrty of course cannot be compromised and affirmatrve actlon has got mrnrmum benchmarks with the key requirement being one's ability to perform

It is should be noted that requirements for a partlcular posltlon are set by the consumer department It ts however important to recognrze that a strong workforce can only be made up of rndrvrduals wlth the nght competencies cntical of whrch are academic capabrhty. expenence and skills. The County wrll not be dorng itself any good if it recruits a KCSE graduate for a 1ob whrch can only be done by a degree holder who has worked for a mrnrmum of ten years
At the level of a Chref Officer for example, one ts supposed to be very conversant wrth several govemment procedures ln transactrng bustness both rn theory and prachce Someone who has Just left college for example may not perform very well rn a senior managenal posrtion for rvhich he rvrll requrre skrlls rn managtng people, work, money, hme, crises etc.
It rs therefore standard practrce for some posrtions to only be filled by rndividuals wrth some minimum levels of competence and experiences with specrfic mrnimum levels of academic qualifications.
It is noted that there are career progression structures in practically every sector rncludrng the pnvate sector which defrne promotton opportunities on the basrs of what one can do at a certaln level before being promoted to the next. It is further aoknowledged that the people of the county as tax payers are key stakeholders rn available natronal positions which are normally advertised in the natronal papers. The crtizens should be encouraged to apply for the national jobs too

. Driving test for dnvers-The board decrded to lnclude practical tests for drivers. This was done rn collaboratron wrth the mechanical Engrneers from the Roads department.

The rmportance of havrng shategic plans to gulde strateglc operations of any organrzatron is cannot be overemphasrzed. The
County and the Board have developed the documents already. Usrng consultants for the exercrse was an optron but most departments used
National Govemment officers Alongsrde the strategic plans rt rs now standard practice to have citizens' service charters to indicate the servrces provrded by the Govemment. These are documents whrch should be produced rn the frrst half of 20 1 5.
Performance Contract
It is now standard practrce rn Govemment and rn many countnes cross the world to account for the resources and trme one has been allocated to document the achievements after a certain perrod.
Performance contractlng rs not new in Kenya and rt has been prachsed over a number of years This is about the principle of accountabrhty rn the public service. Performance contracting in a simplified form to be designed by the County should be introduced
Count-t, e stablishment and organrzatrcn of Govemment
One great challenge the Board rs facing is that of havrng a clear estabhshment for each department and cumulatively an estabhshment for the County. Sectron 46 of the County Govemments Act. 2Ol2 states that "the County Executive Commlttee shall determrne the organlzatlon of the county and rts vanous departments". Thrs wrll then lead on to each department comlng up wlth rts personnel requrrements
The Board should be filhng positions agarnst clear establlshments.
Even if the County rntends to use a consultant to do it, this should be done as a matter of urgency. The absorpfion of the casuals can only depend on an estabhshment of the vacant positions to be filled. The new challenge of absorbrng staff carryrng out duties under devolved functlons wrth clear evrdence that some departments may be havrng bloated staff needs to be resolved. The number of persons to be absorbed and the number to be surrendered fbr deployment to other needy countles under devolved functions will only be determined through an agreed establlshment whrch will be guided by an acceptable budget ceilrngs on personal emoluments among other vanables. To thrs end the Board has co-ordinated all departments to come up with organogrames wlth optrmal staffing levels of all carders

Include specrfic recommendatrons that require to be implemented in the promofion and protection oJ the values and principles-
The board has issued a clrcular to all professronal staff to ensure that they have the requrslte practicing certificate from their professronal bodies. These specrfic recommendations requrre to be rmplemented in the promotron and protechon of the values and pnncrples.
The board has not made any specific decrsions on particulars of persons or public body rvho have violated the values and princrples, rncludrng action taken or recommended agarnst them The county departments have developed their strategrc plans as recommended earlier by the board.
The major impediment in the promotion of the values and principles is lack of un bundling of the values and principles. The board has wfltten to transition Authonty to assist in capacity building on the same.

1.2. To promote and enhance values and principles referred to in
Articles l0 and 232 of Constrtution of Kenya, the board strategy ls to create awareness of the same to the pubhc servrce. This wrll be done by developing manuals on Crvrc educatron rn the county and Conduct awareness and sensitization programs on values and pnnciples to
County Public service officers. The board wrll also collaborate with other departments in the County Government ln promotion of programs on values and pnncrples to County Public Service officers and prepare and dissemrnate a code of conduct for the officers in the county.

The County Public Service Board has conducted awareness campargns in the four sub counties for the staff and the pubhc

Murang'a County ls largely not cosmopohtan. People from other ethnic communities are present in the county mostly as pubhc servants, students or members of the mtnortty bustness communtty and apphcants for various vacancies from diverse communtttes are few.
The law requlre that the Dominant Ethnrc Group be 70 percent and non- Dommant Ethnrc Group be 30 per cent accordrng to sectlon 55(l )
(e) of the County Govemments Act, No. l7 of 201 2. However, certain vacancies do not attract applicants from outsrde the Dominant Ethnic
Group. The Board has stnved to ensure this through advertisements that persons from other communrtres apply by rndicating at all trmes that Murang'a County rs an equal opportunrty employer

Thrs therefore can affect certarn aspects of recrurtments and selection exerclse and by extensron the board's actrvities. The board however stnves to remain non-poliucal whrle at the same tlme encourage consultation and consensus burldrng rn the discharge of its dutres and delivering on its mandate.

Servrce. Some of the nerghborlng Countles are better off when rt comes to rnfrastructure development thereby attracting apphcants due to the same. The Board has noted that even some successful candtdates are strll compelled to seek residence in other Countles due to thrs challenge partrcularly when lt comes to educahonal rnstltutrons, resrdential houses, ICT, medtcal factlrttes and road netrvorks

The functions of the Board as given by Sec. 59 of the County
Govemment Act,2012 are as follows
(a/ To establish and abohsh offices rn the County Pubhc Servrce
(b) To appoint p€rsons to hold or act in offices of the County
Pubhc Servrce including rn the Boards of Ctues and Urban
Areas within the county and to confirm appolntments.
(r.) To exercrse drscrphnary control over, and remove, persons holding or actrng rn those offrces as provtded for under thts part;
(r/) To prepare regular reports for submrssron to the County
Assembly on the executron of the functrons of the board, (e) To promote rn the County Publtc Servrce the values and pflncrples referred to rn Artrcles lO and232:'
(f) To evaluate and report to the County Assembly on the extent to whrch the values and pnncrples referred to rn Artrcles l0 and

. The Board sensitrzed Chref Officer's and sub county administrators on its mandate in an induction training. The

County Govemments Act in respect of each county. The functrons of thrs office are set out ln sectron 44(3) of the Act and are central to the effectrve and efficrent functroning of a county govemment The
County Secretary is appornted rn accordance wlth section 44(2) of the
Act.
Since the constitution of Busia County Government following the general elechons of4th ofMarch 2013, Busia County drd not have a substantive holder of the office of County Secretary. An Interim
Secretary held the office pending appotntment of a substantive holder thereof.

County. Apphcations were received and, on evaluation, were short- listed. Of the short+sted applicants, only one was interviewed and

Unfortunately, this nomination rarsed quite some controversy both within and outside the County Assembly. Nevertheless, the County
Assembly approved the nomrnatlon and H.E. the Govemor duly appointed her to the office. However, hardly a month after the appointment, the County Secretary tendered her resrgnatron and ir became necessary to re-start the process of recruitment and apporntment of the County Secretary
