PURSUANT to section 59 of the Environmental Management and Co-ordination Act, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Alara Villas Limited, proposes to construct 2No. blocks (A&B) of 8-level residential apartments comprising of 4-level basement, 120No. residential units(112No. two bedroom units and 8No. three bedroom units), 39No. stores, 153No. parking spaces, swimming Pool, Yoga/meditation area, Gym, bar, lobby, sitting area, land scaped garden, ladies and gents washrooms, associated facilities 14th August, 2026 THE KENYA GAZETTE and amenities on plot L.R. No. Kiambaa/Kihara 9948 located off Kinanda Road in Kiambaa Area, Kiamabaa Sub-County, Kiambu County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation Measures Sound and vibrations pollution • Vehicles to move at low speed while within and around the site range. Workers are encouraged to behave in an orderly manner. • Exposed workers will be provided with protective gear (noise muffs) Grade sites to beneficial levels to be maintained and compensate appropriately the existing topography; • Maintain the cleanliness of the proposed development and its environs. Use machines that are well serviced, oiled and maintained. Dust and particulate emissions • Workers to be provided with protective gear. • Provision of Construction masks and aprons as advised by DOSHS laws. Observe EMCA (Air Quality Regulations, 2008). • Pursue good practices in energy use during operations and sensitize staff. Provide appropriate personal protective equipment to site workers. • Ensure that the manuals of operations are followed to the latter to avoid possible accidents. • Ensure netting is done all around the proposed project as construction takes shape. Effluent/waste waters • Install a properly designed and adequately sized bio-digester to treat all domestic wastewater generated by the development. • Ensure all wastewater from toilets, bathrooms, kitchens and laundry areas is connected to the bio-digester through a properly designed internal drainage system. • Provide separate drainage systems for storm water and wastewater to prevent overloading of the bio-digester and reduce the risk of system failure. • Conduct routine inspection and maintenance of the bio-digester, manholes and drainage pipes to identify and repair leaks, blockages or overflows promptly. Vegetation regeneration • Do landscaping on completion of the proposed project. • Plant pot ornamental trees round the compound to improve the aesthetic appeal of the building. • Ensure the management company maintains all vegetation cover regularly. Solid waste generated • Ensure that all solid wastes are collected and segregated. Reuse those materials that can be reused. • Contact a licensed solid waste transporter to collect solid materials leakages and/or spillages. Impacts Mitigation Measures • Minimize waste at source by clear and harmonized procurement materials. Fire Hazards • Ensure fire extinguishers are stationed in visible places. • Security personnel and occupants to be trained in firefighting skills. • Drilling exercises to be conducted regularly. • Train some of the premises maintainers team on how to use the fire-fighting equipment. Pollution and degradation of the river downstream • Maintain the prescribed riparian reserve and ensure that no construction activities or waste disposal occur within the protected riparian area. • Stabilize exposed slopes through landscaping, grassing, indigenous tree planting and other erosion control measures immediately after construction. Health and Safety concerns • Provide personnel and passers-by signages and warnings, traffic control signs and warning. • Provide for appropriate signage and warnings at work sites. • Provide appropriate Personal Protective Equipment (PPE) to site workers. Provide for First Aid facilities as per the OSHA, 2007. Traffic flow • Adequate road warning signs to traffic regulations . • Erect speed bumps where necessary. • Improve the road condition as compared to the current situation and ensure to sprinkle water to reduce dust during transportation of materials. High electricity demand • Energy conservation measures to be practiced. • Provide alternative source of power e.g. Solar Panels, or own transformer. Security • Guarding proposed development by reputable security firm. • No outsiders should access the property without permission from the proponent. • Partnership with the neighbors to promote serenity in the area and conserve the environment. • Ensure all staff and workers at the proposed project are properly vetted. Oil leaks and spills • Use well serviced machinery to minimize grease/oil leaks. • No major Servicing of the machinery at the site. • Ensure any oil leakages are dealt with immediately and site cleaned.
