For appointment to the grade of principal, an officer must have

Appointment to this grade will be made from officers who—
(i) have served satisfactorily in the grade of lecturer I for at least three (3) years;.
(ii) have demonstrated exceptional ability in training duties and/or research, candidates with recognised trainers qualification such as diploma in education, or training of trainers certificates, etc.
(iii) Will have an added advantage.
Duties and responsibilities:
The successful candidate will be responsible to the Principal, N.Y.S. Secretarial College. He/she will teach business education — subjects, produce learning materials, conduct seminars/workshops, co-ordinate courses and training programmes. The officer may also be deployed as head of department.

This is the basic entry grade. The Science Secretary II will be regarded as being on the job training for a minimum period of three yeas. Requirements for appointment:
For appointment to the grade of deputy director of surveys, the officer must—
(a)have served in the grade of senior superintending land surveyor, senior superintending photolithographer for a minimum period of three years; and
(b) have demonstrated a high standard of professional competence and administrative ability required for effective planning, direction. control and co-ordination of activities at this level.
Duties and responsibilities:
The deputy director of surveys will be responsible to the director of surveys for planning. direction, controf and co-ordination of the divisions and provincial offices.
The duties and responsibilities include—
(a) the general and technical administration of the department, including finance and establishment, audit queries and boards of surveys;
(b) procurement and management of equipment, stores and materials; :
(c) co-ordinating the preparation of departmental inputs to the national development plan attending the ministerial advisory committee and the Ministerial Tender Board as required, (d) attending the Ministerial Advisory Committee and the
Ministerial Tender Board as required;
(e) co-ordinating the surveying and mapping activities (geodetic, hydrographic, title, engineering, topographical, cartographic, photogrammetric and photolithographic) in the divisions, provinces and districts;

(f) formulating training and research policies of the department in consultation with the director of surveys:

Requirenients for appointment:
For appointment to the above grade. an applicant must---
(a) have completed a minimum of three (3) years service in the grade of senior land officer;
(b) be conversant with-the relevant laws pertaining to land matters; and
(c) have demonstrated ability and competence in handling land administration matters.
Duties and responsibilities:
An assistant commissioner of lands will head a section with land administration division or manage a field fand zonal office.
Specifically, duties and responsibilities involve advising the provincial administration and local authorities on matters relating to land administration, representing the commissioner of lands. Other duties will include representing the Commissioner of Lands at a_ plot allocation committee meetings and boards of surveys, setting apart land for projects or for public purposes, preparation of estimates of service charges required in connection with estimates of development expenditure and preparation of the monthly report on land administration matters, Superintending Land Survevor (Three Posts) (No. 152/98)

Requirements for appointment:
For appointment to the grade of superintending land surveyor, the candidate must ---
(a) have served as a land surveyor T for a minimum period of three (3) years and demonstrated merit and_ professional competence required to perform duties af this fevel; and
(b) have been registered as a full member of the Institution of
Surveyors of Kenya (Land Surveyors Chapter).
Duties and responsibilities:
An officer at this Jevel will head a section within a surveying and mapping division or may be called upon to head a district Surveys
Office.
The duties and responsibilities include the following
(a) preparation of annual work programme in the sections or district:
(b) issuing surveys instructions to field parties and carrying. out general supervision to ensure that jobs are performed according to laid down technical standards;
(c) checking, verifying and signing of deed plans required. to support title registration under the existing laws and liaising with other departments on matters affecting the same;
(d} initiating and developing new surveys techniques in keeping with growing professional demand for rapid execution of surveys, including collection, assembling of information and data necessary for the revision, modification of field procedures and computation techniques;
(e) supervision of all technical survey work in the section or district, including cadastral, adjudication, topographical, geodetic and engineering surveys;
(f} supervision and training of technical and junior staff in the section; ~

(g) maintenance, testing and calibration of the equipment in the section:
(h) co-ordinating survey work programmes with other organizations or heads of department in the district in line with the requirements of the District Focus for Rural Development policy; and
(i) compiling monthly, annual and other reports for the section or district.

Salary scale-—K£.7,014 to 10,044 p.a. PENSIONABLE or
AGREEMENT.
Requirements for appointment:
Appointment to the grade of land officer I will be made from serving officer who have—-
(ajserved for a minimum period of three (3) years as iand officer TI;
(b) thorough knowledge of the Government Land Act Cap.280, Trust Land Cap.288 and other relevant regulations; and
(c) shown competence and ability in handling land administration matters. :
Duties and responsibilities:
Duties and responsibilities at this level entail taking charge of complex land administration matters in a district or specified municipality and in the case of Nairobi, specified areas of the city.
In addition, duties and responsibilities will include matters related to sub-division of plots, letters of allotment, building plans, terms of leases and changes of user in consultation with the relevant authorities under the direction of a Senior-Land Officer.

For appointment to the grade of senior survey records officer, an officer must;
(a)have served satisfactorily in the grade of survey records officer [ for a minimum period of three (3) years; and

A Senior Survey Records Officer will be responsible for the preparation of statistics in the relevant Survey Record Office;
