GazeTrE Notice No. 2606 PROFICIENCY EXAMINATION FOR CLERICAL OFFICERS, AUGUST, 2000 NOviFICATION IT IS notified for general information that the Proficiency Examination for Clerical Officers will be held on the 15th and 16th August, 2000, in accordance with the provisions of Personnel Circular No. 1 of 12th February, 1990. ScHEME OF THE EXAMINATION The examination will consist of three papers composed of cleven (11) subjects, seven (7) of which must be attempted by all candidates unless previously referred. The remaining four (4) subjects are optional; cach candidate will be required to attempt only one (1) optional paper making a total of cight (8) subjects. The details of the examination are as follows: Paper I1.—Gencral papcr. This paper will consist of four scparate papcrs: (a) Business English. (b) Organization and functions of Government. (c) Current Affairs. (d) Elementary Economics. Paper [1,—Civil Service Regulations. Paper I/1.—Clerical Procedures. Part 1.—(Compulsory). (a) Office Practice. (b) Business Calculations. Part [1.—(Optional—any once subject related to officer’s dutics)— (a) Accounts; or (b). Supply Services; or (c) Personnel Practice; or (d) Gencral Office Services. Euicipitrry ro ENrer The requirements for clerical officers (civil servants only) to qualify for sitting the Proficiency Examination are as follows: (i) Entry to examination will be restricted to clerical officers who have completed at least four (4) ycars continuous service in that grade. However, holders of Kenya Advanced Certificate of Education or its equivalent will be cligible for the examination after two (2) years’ service. ; (ii) A senior subordinate staff in posscssion of division IV of the Kenya Certificate of Education or its cquivalent shall be allowcd to sit for the Proficiency Examination after completion of at Icast five (5) years’ continuous service in job group “D”. CONDITIONS FOR OBTAINING A Pass A candidate will be awarded a pass if he or she passes all the three papers of the examination. A partial pass will be awarded to a candidate who passcs at least two (2) papers. A candidate will be awarded a pass if he/she passes the failed paper in two (2) years. If the candidate fails the paper, then he/she will have to resit the whole cxamination. EXAMINATION REGISTRATION FEES Every candidate entcring this examination will be required to pay a registration fec of KSh. 600 only, for the whole examination. The registration fee which is non-refundable will be payable to the Secretary, Public Service Commission of Kenya, P.O. Box 30095, Nairobi, in banker’s cheques only. Notc that Government cheques, personal cheques, moncy/postal order or cash will not be accepted. Enrry Forms Candidates must complete and submit the examination entry forms in triplicate as set out at the “Appendix” to this circular letter, copics of which should be reproduced by cach ministry/department as required and the completed entry forms, duly certified correct by the candidate’s chief/senior personnel officer or principal personnel officer and accompanied by the correct registration fees, should be forwarded to the Secretary, Public Service Commission of Kenya, Nairobi, so as to reach him on or before Friday, 2nd June, 2000. Late entrics, incomplete/wrongly completed or uncertified forms and forms not accompanicd by the correct registration fees, will automatically be rejected. It is therefore, the responsibility of the certifying officer to check and satisfy himself/herself that the information given is correct in every respect and that the person intending to register for the examination is what he/she claims to be. Officers who sit and pass the examination while they are not cligible to sit, will automatically be disqualified. All entry forms from officers serving in the provinces must be submitted to the Public Service Commission of Kenya, through the ministry headquarters for certification. Forms sent direct to the Commission from the provinces will not be accepted. 28th April, 2000 EXAMINATION CENTRES The examination will be held in all the provinces at Mombasa, Nyeri, Embu, Nairobi, Nakuru, Kakamega, Kisumu and Garissa. The actual venues at each provincial centre will be notificd to the candidates soon after registration. GENERAL CONDUCT OF THE EXAMINATION Candidates will not be allowed to consult any books, files, notes, et cetera, during the examination progress. Any infringement of this rule will result in immediate disqualification from the whole examination, and may also lead to disciplinary action being preferred against the offenders. Examination question papers and stationery will be supplicd to the candidates by this office, through the provincial directors of education who will be in charge of examination centres. The provincial directors of education will also be responsible for the appointment of supervisors and invigilators; the arrangements of the cxamination venues, supervisors’ observations and any information relevant to the conduct of the examination, ct cetera.
