GAZETTE NOTICE NO. 11456

PURSUANT to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above-proposed project. The proponent, Awuor Christine Yuko, proposes to construct a health center comprising of 3Wings each having 4 floors. The proposed facility is designed to comprise of a receiving bay, consultation and examination rooms, radiology section, accidents and emergency section, intensive care unit (ICU), laboratories, theatre rooms, men and women wards, maternity section, cafeteria and parking lots on Plot No. Kisumu/Kit Mikayi/3385 in Holo market, Kisumu County. The following are the anticipated impacts and proposed mitigation measures: Anticipated Impacts Proposed Mitigation Measures Air pollution ¢ Spray water on excavated areas. * Site workers should be provided with face masks while on duty. ¢ Restrict unnecessary access to the site for non-essential staff. * Maintain high standards of hygiene in accordance with the legal provisions. * Installation of safety nets. Noise pollution *¢ Restrict construction activities to day time. * Workers should wear ear muffs if working in noisy areas. * Utilize appropriate hoarding material to screen off the construction site. * Restrict the use of noisy equipment during construction. * Construct a power house for the proposed stand-by power generator to reduce the amount of noise from it during use. Also install the low-noise generator type to minimize noise. Ecological * Upon completion of construction, the considerations Proponent shall rehabilitate the land by (flora and fauna) planting ornamental plants and flowers on the disturbed areas. * Vegetation, especially mature trees, that do not interfere with the siting of the project will be left intact and integrated into the overall design. * Channelling surface runoff to the existing drainage. ° Ensure compacted areas are ripped to reduce surface run off. ° Apply erosion control measures such as levelling of the project area to reduce run off velocity and increase storm water infiltration into the soil. Liquid and solid ¢ Use of integrated solid waste management waste system i.e. through hierarchy options including: Source reduction, Recycling, Reuse and Safe disposal. ¢ Use of building materials that have minimum or no packaging to avoid excess waste generation. * Accurate estimation of building materials required. * Proper transportation and disposal of construction waste to a licensed site. ¢ Proper handling and storage of construction materials to avoid to reduce amount of waste. 23rd September, 2022 Anticipated Impacts Proposed Mitigation Measures ¢ Presence of well-maintained sanitary facilities for the workers and visitors to the site. Increased water ¢ Employ services of water vendors to demand supplement water supply. ¢ Reuse of water where possible. Occupational health * Comply to the OSHA, Work Injury Act and safety 2007 and Public Health Act. ¢ Provide personnel and passer-by with appropriate signages and warnings. * Provide and display clearly the emergency contacts. ¢ Provide appropriate personnel protective equipment (PPE). ¢ Display and implement detailed and site- specific emergency response plans. Insecurity ¢ Establishment of 24hrs security guards to protect life and property. ¢ Engage security firms and ensure regular security patrols. ¢ Adequate lighting and an alarm system is installed at strategic points within and around the site. Project * Provide a sign board depicting particulars of integrity/design all the consultants involved. Exposure to ¢ Staff to wear appropriate PPE and Practice infections good personal hygiene. ¢ Disinfect contaminated equipment, environment and working surfaces. ¢ Handle contaminated PPE and clothing properly. ¢ Maintain a cleaning schedule and follow material safety data sheets. ¢ Label and store all categories of hazardous waste appropriately. ¢ Waste collection and disposal should be done by NEMA licensed waste collector. ¢ Procure latest version of the desired electronic or electrical equipment. ¢ Always refer to National-Guidelines-for- Safe-management-of-health-care-waste. Fire hazards ¢ Install lightning arrestors on all buildings on site. * Drilling exercise to be conducted regularly. ¢ Install smoke fire detectors and fire alarms. * Personnel to be trained in firefighting skills. ¢ Install firefighting equipment at strategic locations. Demolition waste ° Use of an_ integrated solid waste management management system i.e., through a hierarchy of options including: source reduction, recycling, composting and reuse, combustion and sanitary landfilling. ¢ Donate reusable demolition waste to charitable organizations, individuals and institutions.
