GAZETTE NOTICE NO. 7654

PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The Sanjweru Medical Center is proposing to put up a medical center with over twenty singular inter-connected buildings comprising out-patient department (OPD), labour and delivery ward, imaging and laboratory, emergency room, operating room, surgical wards, pediatrics, administration, staff and guest housing, incinerator, morgue and chapel, public toilets and water treatment house on plot No. L.R. No. Suba/Kamwende/5947, Magunga, Homa Bay County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mutigation Measures Noise and excessive °¢ vibration Provide workers with appropriate PPEs such as earplugs and earmuffs. ¢ Minimize noise and vibration in the project site and surrounding areas. ¢ Notify the public of any activities that may be perceived of as noisy and intrusive prior to starting. ¢ Establish means for the public to contact the engineers-in-charge (i.e., provide telephone number, email, etc.) and methods to handle complaints. ¢ The use of hearing protection gears by workers when exposed to noise levels above 85 dB(A). * Ensure that noise and excessive vibration from construction activities are within permissible levels as per the provision of the Environmental Management and Co- ordination (Noise and Excessive Vibration Pollution) (Control) Regulations, 2009. Use safe quiet modern construction equipment, which produces the least noise. Provide clear signage warning employees and visitors of areas of high noise levels. Minimize dust through strict enforcement if onsite speed control. Ensure that access road to the site is sprinkled with water regularly. All workers should be provided with adequate PPE. Design and maintain safe systems of work and pollution prevention measures. Comply with provisions of Air quality Regulations (2014) and Public Health Act. Motorized equipment be maintained in good operating condition to reduce. Exhaust emissions. Avoid open burning of solid waste. Comply with the provisions of Water Quality Regulations, (2006) as regards to Waste Water Management and Water Act 2016 and Public Health Act. Sanitary waste water should be disposed as per Water Quality Regulations (2006). Hazardous materials waste be managed by licensed waste handlers. Implementation of erosion and sediment contro! measures such as silt fences. Pre- treatment of operation process water before flushing into the sewage system. Implement a Health, Safety and Environment (HSE) Management Plan and Policy. Ensure strict compliance of OSHA, 2007, Public Health Act and WIBA Provisions. Carry out pre-employment health check and monitoring plan for all workers. Workers must wear PPE when handling hazardous substances and have fire safety compliance. Implement procedures for reporting incidents, accidents and dangerous occurrences. Regular supervision of works to ensure that safety conditions are met while any deviation from safety regulations is immediately reclaimed following the best practices regarding safety at work. Develop evacuation procedures to handle emergency situations. Controlled entry and exit from the premises. Post in prominent places informative signage to inform of safety hazards and controls. Provision of appropriate Personal Protective Equipment and enforce the use. Comply with the recommendations of the County Environment Committee. Delivery of materials to be done during non-peak travel periods to the maximum extent practicable. Warning signs to provide notice of road hazards and other pertinent information to motorists and the general public. Temporary manual traffic control should be used when service vehicles are entering and leaving the site. Adhere to Homa Bay County Government Traffic By-Laws and National Traffic Laws. Obtain WRMA permit and NEMA license for any proposed borehole. Implement water saving devices for domestic water use e.g., dual flush toilets, automatic shut-off taps, etc. Cleaning methods utlized for the cleaning of vehicles, floors, containers, yards etc. must aim to minimize water use. Practice rain water harvesting. Conducting of regular audits of water systems to identify and rectify any possible water leakages; and Implementing a system for the proper metering and measurement of water use to enable proper performance review and management. Regularly test the water through accredited laboratories to ensure the biological and chemical components are as per the EMCA (Water Quality) Regulations, 2006. Pre- treatment of operation process water before flushing into the sewage system. The treated effluent being discharged to the sewer line should conform to the limits as provided for under EMC (Water Quality) Regulations, 2006; Standards for effluent discharge into public sewers Schedule five. Minimize entry of solid waste into the waste water stream by collecting separately urine, faeces, blood, and vomit from patients treated with genotoxic drugs to avoid their entry into the wastewater stream. Ensure that sewerage discharge pipes are not blocked or damaged. Selective demolition option as far as practicable. Practice waste minimization segregation and proper disposal according to EMCA (Waste Management) Regulations, 2006 and the Homabay County Government by -laws. Use medical incinerator to transform medical waste into inorganic incombustible matter. Provide adequate social and other infrastructure to meet needs of the tenants, Impacts Mitigation Measures for infrastructure visitors and customers. No surface water shall be directed into the sewer system to avoid overloading the sewerage system. Increased surface and ¢ storm runoff generation ¢ Harvest rainwater from roof for non- portable uses e.g. cleaning and watering plants.
