PURSUANT to section 59 of the Environmental Management and Co-ordination Act, 1999, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Riara Plumeria Development Limited proposes to construct residential development of four blocks consisting of 332 No. units of 2-bedrooms and 3-bedrooms. 1st-16th floor will have 20 No. units each floor and 17th floor will have 12 No. units. The basements (1, 2, and 3) will be parking, ground floor will have swimming pool, parking spaces, gym space, electricity room, office, children playing room, associated facilities and amenities. The proposed project will be located on Plot L.R. No. 330/179 along Riara Road, Dagoretti North, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation Measures Fire safety • Keep well services and working fire hydrants. • Have a chart of hotlines within the facility, this would include fire services, ambulance. • Keep the facility dry of any fuel or oil spillage. • Designate a fire assembly point within the compound in case of fire. Increased water demand • Recycling of water at the construction phase where possible. • Make use of roof catchments to provide water for general purpose. • An alternative water source shall be provided. The proponent shall drill a borehole at the proposed site. Increased energy demand • Power supply requirements shall be calculated and shared with KPLC as is the requirement. A dedicated transformer for the entire project shall be a consideration. • Alternative power sources (solar) shall also be considered. Effluent discharge • Proper installation of drainage/sewer lines by qualified technicians. • Frequent monitoring of the sewer system. • Regular maintenance of construction machines and vehicles to note leaking. 4854 4854 Impacts Mitigation Measures • All repairs and servicing of machines and vehicles should be done at the recommended sites. • Proper disposal of used oils and grease. Occupational safety and health • Providing workers with protective clothing and facilities like helmets, safety harness, boots and gloves. • The dismantling exercise should be carried out separately to avoid accidents to people who might be on the ground. • Train the site workers on basic first aid methods. • Provide first aid kit on site in case of small cuts/bruises. • Provide a public “notice’’ on the ongoing works. • Provide a sanitary unit on site. • Food for the site workers to be prepared in hygienic conditions. Changes in hydrology /impended drainage/deep excavations • Proper Installation of drainage structures. • Ensure efficiency of drainage structures through proper design and maintenance. • Provide gratings to the drainage channels. • A geotechnical survey shall be conducted and the recommendations thereof followed. There shall be no blasting during excavation. • A methodology for excavation shall be generated as required by National Construction Authority prior to excavation. Noise and vibrations • Use of machine of low noise and vibration levels. • Switching off machines while not in use. • Switching off vehicles on site while not in use Dust pollutions • Providing workers with protective gadgets like dust masks and ear muffs. • Sprinkling water on concrete surfaces in case of excessive dust. • Ensure all water vessels are tightly covered. Soil erosion • All construction should be done using the recommended building materials and equipment. • Minimize use of heavy machinery. • Natural organism niches should be conserved. • Proper landscaping should be done after the end of all the construction works. • Planting of trees and grass in areas where they had been cleared. Solid waste generation • Installation of waste bins/pits on site. • Dumping of unwanted materials on the recommended places. • Re-using any recyclable materials.
