IN EXERCISE of the powers conferred by section 51 of the Turkana County Water Services Act, 2019 and Regulation 7 (1) and (2) (b) to (g), the Public Finance Management (Turkana County Water Services Fund) Regulations, 2023, the County Executive Member in charge of Finance and Economic Planning in the County Government of Turkana appoints a County Water Services Fund Management Board, to manage the County Water Services Fund in accordance with the Turkana County Water Services Act, 2021 and the Public Finance Management (Turkana County Water Services Fund) Regulations, 2023. The Board Members shall consist of: Name Office Role James Illikwel Chief Officer for the time being responsible for Finance or his/her designate. Member Simon Etom Chief Officer for the time being responsible for Water Services. Member Isaac Aremon Representative of special interest groups. Member Rebecca Lomalia Representative of the private sector. Member Peter Lopelem Fund Administrator designated by the County Executive Committee Member for Finance and Economic Planning who shall be the Secretary to the Board. Member Lotum Ng’ikeny Paul Director responsible for Water Services. Member 4850 4850 Functions of the Board (a) to consider and recommend the estimates of revenue to and expenditure from the Fund to the County Executive Committee Member for Finance for approval; (b) to approve disbursements from the Fund; (c) to receive, review, and approve reports on the performance of the Fund; (d) to oversee the monitoring and evaluation of the programs and activities under the Fund; (e) to approve the financial statements of the Fund prepared in accordance with the Act; (f) to consult with the County Executive Committee Member on matters relating to the administration of the Fund; (g) in liaison with the Fund administrator, prepare a framework for receiving and evaluating project proposals, and publish the eligibility criteria for formulation and selection of such projects by the Board; and (h) to perform any other functions that shall be assigned by the County Executive Committee Member. Tenure/Duration The Board Members’ term shall run for three (3) years from the date of appointment and regulate how it conducts its business as provided for in the Public Finance Management (Turkana County Water Services Fund) Regulations, 2023.
