PURSUANT to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Tiryo Sugar mills proposes to establish a sugar milling factory with a total capacity of 1000 TCD (starting capacity of 800 TCD). The project will comprise of sugar milling plant administrative offices, store, sanitary facilities, parking areas, effluent treatment plant, finished products, warehouse, boiler, bagasse yard associated facilities and amenities on Plot No. 21959/4 (part), along Nandi Hills, Kimwani Road in Kimwani, Nandi County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Clearing of vegetation • Proper demarcation and delineation of the project site to be affected by construction work. • Design and implement an appropriate landscaping program to help in re vegetation of part of the project site after construction. • Set a replanting and landscaping programme that focuses on increasing “green area” Over extraction of raw materials • Source material from suppliers that use environmentally friendly processes in their operation. • Ensure accurate budgeting and estimation of actual construction material requirements to ensure that the least amount of material necessary is ordered. • Steel should be used in preference to timber and the contractor should ensure that sufficient quantities of scaffolding are available for hire at the time of construction. • All construction materials should be from approved sources. Dust emissions • Sprinkle water on graded access routes each day to reduce dust generation by construction vehicles. • Controlling the speed of vehicles on the site. • Provide workers with dust masks. Excessive noise and vibrations • Ensure that all heavy-duty equipment is insulated or placed in enclosures to minimize ambient noise levels. • Ensure that noise levels do not exceed 75dB(A). • Attenuation of any sound that may affect the inner ear by use of earplugs and earmuffs. Increased traffic flow • The contractor should plan itineraries for site traffic. • Issue notices/advisories of pending traffic inconveniences and solicit tolerance by commuters before the commencement of construction works. 2638 2638 Impacts Proposed Mitigation Measures • Assign traffic marshals during periods of chronic or potential traffic congestions. Energy utilization • Develop an energy management plan. • Construction machinery and vehicles should be maintained and used in accordance with manufacturer’s specifications, to maximize efficiency and lower use of energy. Solid waste management • Use of an integrated solid waste management system. • Dispose waste more responsibly by dumping at designated dumping sites or landfills only. • Waste collection bins to be provided at designated points on site. • Use bagasse as a source of fuel in the boilers. • Provide facilities for proper handling and storage of construction materials. Wastewater management • Conduct regular inspections for sewerage pipe blockages or damages and fix appropriately. • Ensure regular monitoring of the sewage discharged. • Storm water management channels should be maintained and kept clean. • Apply for effluent discharge license from NEMA. • All wastewaters should be directed to the Effluent Treatment Plant. Air pollution • Regularly monitor stack emission. • Installation of wet scrubbers and thermal oxidizers. • Use the correct fuel to air ratio by proper adjustment of air and fuel ratios. • Avoid carbon build-up in the boiler and furnace tubes and maintain the boilers. Occupational health and safety • Ensure provision of suitable protective clothing and appliances. • Ensure training and supervision of inexperienced workers. • Provision of well-equipped First Aid kits and /or ready transport in case of emergencies. • Adequate supply of both quantity and quality of wholesome drinking water must be provided. • Secure adequate ventilation of workrooms. • Provide adequate sanitary facilities for separate genders. Accidents and injuries • All plant, machinery and equipment should only be used for designed work. • Insist on regular servicing of electrical fittings and appliances by qualified personnel. Fire hazards • Provide adequate number of appropriate firefighting equipment as well as fire exit options. • Ensure inspection and maintenance of fire equipment. • A fire escape route and an emergency assembly point should be clearly indicated Over utilization of water resources • Monitor water consumption. • Apply for water abstraction permits from WRA. • Install internal water meters. Impacts Proposed Mitigation Measures • Incorporate rainwater harvesting measures. • Recycling of wastewater to reduce water consumption. Molasses and distillery management • Ensure that all wastewater from the distillery is channelled to the Effluent Treatment plant. • Regular inspection and maintenance should be carried out on pipes to ensure no leakages. • Conduct effluent discharge and quantity monitoring at NEMA accredited labs and submit quarterly records of such monitoring to NEMA.
