IN EXERCISE of the powers conferred by the Fourth Schedule part 10 of the Constitution of Kenya, 2010 and section 30 (2) (l) and 31 (d) of the County Governments Act, 2012 and section 29 of the Environment Management and Co-ordination (Amendment) Act, 2015, I, Jeremiah Ekamais Lomorukai Napotikan, Governor, Turkana County, appoint the following persons to be members of the Turkana County Environment Committee, with effect from the 2nd June, 2023. Office /Name Role County Executive Committee Member Tourism, Culture, Environment, Energy and Natural Resources Chairperson County Director, NEMA Secretary County Ecosystem Conservator Member County Director, Water Services Member County Director, Agriculture Member County Director, Fisheries Member County Director, Environment and Natural Resources Member County Director, Public Health Member County Director, Trade Industry and Tourism Member County Director, Public Health Member County Director, Economic Planning Member County Director, Education Member County Director, Energy Member County Director, Public Administration Member County Director, Public Works Member County Director, Law Enforcement Member County Director, Finance Member Joseph Losuru and Akori Lillyrose as two representatives of Farmers or Pastoralists representatives within the County Members Ali Abdilai Jama and Henrika Akiru as two representatives of Business Community operating within Turkana Members Ikal Angelei and Peter Clement Lochuch as two representatives of Public Benefit Organization representatives engaged in environmental programmes within the County Members Brenda Kokoi of NDMA as a representative of the Regional Development Authority whose area of jurisdiction is falling within Turkana County Member Functions of the Committee The County Environment Committee shall— (a) be responsible for the proper management of the environment within the County for which it is appointed; (b) develop a county strategic environmental action plan every five years; and (c) perform such additional functions as are prescribed by this Act or as may, from time to time, be assigned by the Governor by notice in the Gazette. Tenure/Duration The term of the members of the County Environment Committee appointed under section 29 (2) paragraph (c) to (g) of the Environment Management and Co-ordination (Amendment) Act, 2015 shall run for a period of three (3) years from the date of appointment and shall be eligible for re-appointment for one further term. Remuneration Members of the Environment Committee shall be paid such allowances as are stipulated by Guidelines from the Salaries and Remuneration Commission. Dated the 2nd June, 2023.
