IN EXERCISE of the powers conferred by section 44 (3) of the Wildlife Conservation and Management Act, 2013, the Cabinet Secretary for Tourism, Wildlife and Heritage gazettes the Plan in the Schedule hereto: SCHEDULE The Enonkishu Conservancy Management Plan, 2020-2025 (hereinafter referred to as “the Plan” defines the goals, objectives, and actions that Enonkishu Conservancy (hereinafter referred to as “the Conservancy” has designed to address natural resource management, tourism development, community partnership, livestock management, and operations and security issues within the Conservancy. The Plan emphasises that all activities within the Conservancy shall be in accordance with the Plan and the Wildlife Conservation and Management Act, 2013. The Plan addresses threats to the Conservancy’s values through implementation of the zoning scheme and management actions under the five (5) management programmes as stipulated in the Plan. The Plan’s zoning scheme and management programmes are outlined in the following sections: 1. Zoning Scheme The Conservancy has been divided into different zones utilised for settlement, livestock grazing, wildlife conservation and tourism activities. 2. Management Programmes The Plan has five broad management programmes: Natural Resource Management, Tourism Development and Management, Community Partnership Management, Livestock Management and Conservancy Operations programmes. Under each of these programmes, there is an overall goal that the programme aims to achieve, and the management objectives and actions that the Conservancy management will undertake to achieve the programme goal. 2.1 Natural Resource Management Programme The goal of this programme is to sustainably manage natural resources for the benefit of the local community by: enhancing the conservation of wildlife species and habitats, maintaining habitat connectivity with neighbouring conservancies and land and promoting the understanding of the Conservancy’s ecological components and processes. 2.2 Tourism Development and Management Programme The purpose of this programme is to provide tourists with an exclusive and memorable wildlife experience that does not impact negatively on the Conservancy by: promoting low environmental impact, high end tourism; improving tourism administration and management system and promoting and marketing the Conservancy locally and internationally. 2.3 Community Partnership Management Programme The overall goal of this programme is to provide the local community with tangible benefits from wildlife conservation and thereby gain support for conservation by: putting in place measures that enhance communities’ benefit from wildlife conservation, human wildlife conflict management and community sensitization on the importance of conservation. 2.4 Livestock Management Programme The purpose of this programme is to enhance livestock productivity for livelihood improvement through: improved livestock grazing management system, breeding and husbandry and building a strong livestock marketing platform, locally and internationally. 2.5 Conservancy Operations Management Programme The purpose of this programme is to support efficient and effective delivery of the Conservancy’s management programmes by: maintaining a well-motivated workforce at the Conservancy, improving on the infrastructure to support conservancy administration and tourism, enhancing wildlife and visitor security and exploring ways of making the Conservancy financially stable. 3. Plan Implementation, Monitoring And Evaluation The Conservancy Managing Director will produce an annual compliance report on plan implementation, while the Conservancy Board will oversee production of a third-party management report on plan evaluation at the end of the five (5) years period of the plan.
