PURSUANT to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Lake Victoria South Water Works Development Agency (LVSWWDA), proposes to rehabilitate, reinforce and extend water supply infrastructure in Kisumu City to reduce Non-Revenue Water (NRW), improve water supply within northern and eastern Kisumu through laying of secondary distribution network from Kajulu WTP, Mamboleo, Kibuye, Obwolo and Kanyamedha tanks; and rehabilitation and extension of water supply to adjacent localities including Kiboswa and Maseno. The project will be done in clusters within Kisumu City, Maseno and Gee areas. The scope of the work will involve rehabilitation and extension of 156.7 Km (118 Km OD63 to OD450, 25.7 Km OD63 to OD200 and 13 Km OD90 to OD225) and will be within Kisumu City and satellite towns under Works Package 2 Lot 1. The following are the anticipated impacts and proposed mitigation measures: Impact Mitigation Measures Disruption of socio-economic Activities and public infrastructure • Business owners who have constructed their business premises within road reserves will be advised in advance to remove the structures before commencement of excavation activities. • The affected traders will be compensated for loss of revenue during the period of interruption. • Authorization to work within road corridors shall be sought from relevant road authorities including Kenya National Highways Authority, Kenya Urban Roads Authority (KURA), Kenya Rural Roads Authority (KeRRA). Disruption of services within the project • The contractor shall liaise with Kisumu Water and Sanitation Company (KIWASCO) and private water service providers to restore all disrupted water services as soon as pipe laying Impact Mitigation Measures alignment area and backfilling of trenched areas . • The contractor shall liaise with other service providers including Kenya Power Company and mobile/ fiber companies to restore power and telecommunication/fiber cables cut during excavation activities as soon as pipe laying and backfilling of trenched areas. Labor influx • Laborers from the local neighborhood will be given first priority during recruitment processes to mitigate influx of labor from outside the project area. Blockage of drainage channels • The contractor shall prepare spoil management plan before commencement of construction works which will spell out how spoils management will be achieved during construction period • Stockpiling of materials will be done at least two (2) meters away from drainage channels and water courses. Impacts of obtaining construction materials • All new quarry and borrow pits opened for purposes of being sources of materials for the proposed project will be subjected to ESIA study in compliance with applicable laws, regulations and standards. • The contractor shall maximise the re-use of excavated materials in the works. Accidents and injuries to workers • The contractor shall prepare construction Environmental and Social Management Plan (C-ESMP) within thirty (30) days after signing the contract to guide implementation of health and safety requirements during construction period. • The contractor shall provide ample warning signs, guard rails and warning tape. • All persons handling equipment and materials shall be suitably trained, supervised and adequately instructed. • Procedures and traffic controls, such as establishment of work zones so as to separate workers from traffic and from equipment as much as possible. Traffic impacts • Traffic signs shall be erected within work areas to warn the public and motorists of the heavy/construction vehicles accessing the site. Health risks to local residents • A HIV/AIDS prevention programme specific to the project's construction phase shall be established and implemented by the project proponent and contractor. • The Health and Safety Officer who will be in charge of sensitization of workers on Covid- 19 shall be stationed at the construction sites. S/He will create awareness amongst site personnel on COVID-19 throughout project construction period. Solid waste generation • The contractor will prepare a waste management plan at the start of construction activities which will spell out how solid wastes of various categories shall be managed. • Express condition shall be put in the contract that before the contractor is issued with a completion certificate; they will clear the site of all debris and restore it to a state acceptable to the supervising architect and environmental consultant. • The project proponent and the contractor shall engage a NEMA registered solid waste handling company to manage all solid wastes associated with the construction process. 2020 2020 Impact Mitigation Measures Soil erosion • The contractor shall prepare erosion and sedimentation plan before commencement of construction works which will guide management of erosion issues at the site. Dust pollution • The project proponent and the contractor shall prepare air quality management plan before commencement of the works. The plan will spell out how air quality issues will be managed throughout construction period. Noise pollution • The project proponent and the contractor shall prepare noise management plan before commencement of the works. The plan will spell out how noise pollution will be managed throughout construction period. • Silencers on equipment such as generators will be properly designed. • Where need be, all exposed workers will be provided with functional ear muffs, whose use shall be mandatory and closely enforced, monitored and supervised. Water supply disruption • Consumers will be given advance warning ahead of water disruptions to enable them store water in quantities that can last them for the period of disruption. • Kisumu Water and Sanitation Company (KIWASCO) shall be notified of any planned disruptions in writing to enable then disconnect water services ahead of excavation works. • Water services shall be restored within 24 hours.
