IN EXERCISE of powers conferred under sections 36 and 39 of the County Governments Act, 2012, and pursuant to the resolutions of the NZOWASCO stakeholders meeting held on the 24th January, 2023, the County Executive Committee Member, Water, Environment, Natural Resources and Climate Change, Trans-Nzoia County appoints— CPA Stephen Psiwa Cheprot, Ben Makasi Simiyu, Ronald Jumbe, Violet Wafula (Mrs.), CPA Antony Kisaka, Theodora Omunyerere Madara, Mudachi A.Kivaya, Constantine Chepchumba, Kennedy Wamalwa, Phylis Songoi, to be members of the NZOWASCO De-Clustering Taskforce, for a period of three (3) months, with effect from the date of appointment. Terms of Reference for the The Nzoia Water Services Company (Nzowasco) De-Clustering Taskforce 1. To determine the feasibility of commercial viability of Bungoma and Trans- Nzoia counties service providers after de- clustering. 2. Advise on the logistical and legal framework and road map of de-clustering of NZOWASCO. 3. Establish and advise on the current Human Resource establishment, capacity and appropriateness on available skills and make appropriate recommendations to the respective County Governments. 4. Trace and confirm all assets and liabilities, compile an asset register and give a report on the proposed sharing of assets and liabilities between Trans-Nzoia and Bungoma County Governments. 3rd March, 2023 THE KENYA GAZETTE 5. Consider the existing loan obligations to National Treasury, Lake Victoria North Water Works Development Agency (LVNWWDA) -NZOWASCO is to pay and advise as appropriate. 6. Advise the County Executive Committee Members – Water, Environment, Natural Resources and Climate Change for Trans - Nzoia and Bungoma Counties on any emerging issues incidental to this exercise. 7. Provide regular progress reports and a final report to the County Executive Committee Members in charge of the water sector for both Trans-Nzoia and Bungoma counties. PATRICK G.
