IN EXERCISE of powers conferred on me by section 30 (2) (i) of the County Governments Act, 2012, I, Cecily Mutitu Mbarire, Governor of Embu County, appoint the following people to the Pending Bills Committee— Tony Getambu (Dr.) – Chairman Benson Muriithi (Eng.) 256 256 Edward Kariuki Nyaga Elijah Njeru Mugo Newton Bora Njeru Joe Kamaria (Prof.) Paul Thiga Njoroge Peterson Njue Njeru The Committee shall be expected to establish the veracity of all Pending Bills from the Departments and hand in a report with recommendations within thirty (30) days as per the terms of reference in their appointment letters. Consequently, the establishment of this Committee supersedes any other committee earlier on established. The terms of reference of the Committee shall be to: (a) Scrutinize and analyze all existing stock of County Government of Embu Pending Bills, with a view to making appropriate recommendations to the County Treasury for payment or otherwise. (b) To obtain and record the history of the bill (s). (c) To obtain all the necessary documentation and circumstantial evidence of performance/delivery of goods and services. (d) To evaluate the circumstances for the non-settlement. (e) To determine proportionately the amounts payable (eligible) or nor payable (ineligible). (f) To make final recommendations/final report for the closure of pending bills to : Governor, Embu County The National Treasury The Controller of Budget The Auditor-General Inter-Governmental Budget and Economic Council (IBEC) Perform any other function incidental to the forgoing.
