PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Athi Water Works Development Agency proposes to develop a 33m high earth fill dam reservoir with a clay core on the confluence of River Ikiwe and Mwania, new water treatment works, • Construction material sources should be environmentally sustainable (approved accordingly). • Delivery routes and modes of transport should be approved. • Material storage on site not to be internal or external nuisance. • Where required, a Concrete batching plant shall be located more than 20m from the nearest stream/river channel. • Top soil removed from the batching plant site and stockpiled for reuse during reinstatement. • Contaminated storm water and wastewater run-off from the batching area and aggregate stock piles shall not be permitted to enter streams but shall directed to a pit where the water can soak away. 10th June, 2022 THE KENYA GAZETTE 3453 Possible Impacts Mitigation Measures • Suitable screening and containment shall be in place to prevent windblown contamination associated with any bulk cement silos, loading and batching. • Cleaning of equipment and flushing of mixers shall not resulting pollution of the surrounding environment. Wastes generation • Construction wastes (residual earth, debris and disposal and scrap materials) to be renioved for safe disposal. • Encourage recycling where possible (concrete debris for access road surfacing). • Contaminated organic matter in the work areas to be isolated for safe disposal. • Material residuals to be disposed of in accordance with established regulations. • A site waste management plan will be prepared by the contractor prior to commencement of construction works. This should include designation of appropriate waste storage areas, collection and removal schedule and identification of approved disposal site. • Proper solid waste receptacles and storage containers should be provided, particularly for the disposal of lunch and drink boxes so as to prevent littering of the site. Occupational health • Provide construction workers with personal and safety protective equipment (gloves, gum boots, overalls and helmets). • Provide temporary toilets and bathrooms for the construction workers at the work sites. • Provide onsite first aid kit accessible by the workers on need. • Isolate the site for access by the local communities during the construction for their safety and health. • Contractor to provide a Healthy and Safety Plan prior to the commencement of works to be approved by the Resident Engineer. Possible Impacts Mitigation Measures • Where possible silenced machinery and instruments should be employed to reduce the impact of noise on the existing residents and workers. • Construction hours should be limited to the hours of 8.00 a.m. and 6.00 p.m. daily. • Provision of appropriate personnel protective equipment to the workers. • The Contractor must adhere to Noise Prevention and Control Rules of April 2005. Traffic management • Strict use of warning signage and tapes on site where the trenches are open and active sites. • Employ and train road safety Marshalls who will be responsible for management of traffic on site. • Contractor to provide a traffic management plan during construction to be approved by the resident engineer. Air emissions and • Workers shall be trained on management of ambient air quality air pollution from vehicles and machinery. All construction machinery shall be maintained and serviced. • Drivers should be sensitized on driving practices that reduce both the risk of accidents and fuel consumption including driving within safe speed limits. • Machines must not be left idling for unnecessary periods of time; this will save fuel and reduce emissions. • The removal of vegetation shall be avoided until such time as clearance is required and exposed surfaces shall be re-vegetated or stabilized as soon as practically possible. • The contractor shall not carry out dust generating activities (excavation, handling and transport of soils) during times of strong winds. Sanitation issues • resulting from both solid and liquid wastes on • site The Contractor shall observe laws relating to public health and sanitation. All temporary/ portable toilets or pit latrines shall be secured to the ground to the satisfaction of the RE to prevent them from toppling over. • Vehicles delivering soil materials shall be covered to reduce spills and windblown dust. • Water sprays shall be used on all earthworks areas within 200metres of human settlement. Noise and vibration • control from plant and equipment • A wash basin with adequate clean water and soap shall be provided alongside each toilet Staff shall be encouraged to wash their hands after use of the toilet, in order to minimize the spread of possible disease. The Contractor shall keep noise level within acceptable limits and construction activities shall, where possible, be confined to normal working hours in the residential areas hospitals and other noise sensitive areas shall be notified by the Contractor at least 5 days before construction is due to commence in their vicinity. • Any complaints received by the Contractor regarding noise will be recorded and communicated to the RE. Fire outbreak • Label all inflammable materials and store them appropriately. • Provision of adequate firefighting equipment capable of fighting all classes of fire. The proponent, Taifa Gas Investments SEZ Limited proposes to construct Liquefied Petroleum Gas (LPG) import and storage terminal and related facilities at Dongo Kundu Special Economic Zones in plot L.R. No. Mombasa/Mainland South/Block 1V/247 in Mombasa County. The LPG Terminal project will encompass the following: 12 spheres; each will have a net capacity of 2,500 Meter Tons (MT), 1 bullet tank of 200 Metric Tons (MT), pump room, firefighting system, administration block, driveway and truck parking facilities, canteen, bulk loading area, ablution block, power contred" roottl, weighttridige office, workshop, boundary wall . The proposed plant is designed to store propane, butane and LPG mix of various grades for domestic, commercial and industrial use. The following are the anticipated impacts and proposed mitigation measures: Possible Impacts Mitigation Measures Project site acquisition Community accidents • Put — 'No Smoking' Signs in areas where inflammables are stored. • Establish and enforce a strict code of conduct for all project drivers including outside suppliers delivering materials. The code should focus on safety, especially speed, and loading, especially banning all carriage of staff, workers and passengers except in seats. • Appropriate signs must be erected on the site to warn workers and community members. • Ensure all stakeholders are engaged in the early stage of the project. • Project plans and designs must be discussed and agreed by location owners. • All permits and necessary documentation needed for acquiring the site must be approved. • Prepare and implement a livelihood restoration plan which will also include compensation for potentially affected persons. • The surrounding community should be sensitized on health and safety.
