PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Centum Development Limited CIO Haco Industries Limited, is proposing to construct three adjoining blocks of apartments which will sit on 4No. plots numbered as 12430/34,35,38 and 39 in Mwiki-Kasarani Nairobi County. The three blocks will comprise of ground plus 7 floors (G+7) with a total of 268 Units. The composition of the individual apartment's blocks will include Studio units, One bedroom, Two bedroom with window bay, Two bedroom with Balcony and Studio lofts. The following are the anticipated impacts and proposed mitigation measures: Anticipated Environmental Mitigation Measures Impacts High demand of • Source building materials from local raw materials suppliers who use environmentally friendly processes in their operations. • Ensure accurate budgeting and estimation of actual construction material requirements. • Ensure that damage or loss of materials at the construction site is kept minimal through proper storage. • Use at least 5%-10% recycled, refurbished or salvaged materials to reduce the use of raw materials. Topography and • Ensure proper demarcation and delineation vegetation of the project area to be affected by disturbance construction works. • Specify locations for Vehicles and equipment's, and areas of the site which should be kept free of traffic, equipment, and storage of materials. • Design and implement an appropriate landscaping programme to help in re- vegetation. Storm water runoff • A storm water management plan that and soil erosion minimizes impervious area infiltration by use of recharge areas. • Apply soil erosion control measures such as levelling of the project site to reduce run- off velocity and increase infiltration of storm water into the soil. • Ensure that construction vehicles are restricted to existing graded roads. • Proper vegetation of grass and other types of vegetation to hold and retain soil. Increased solid • Use of an integrated solid waste waste generation management system i.e. through a hierarchy of options: 1. Source reduction 2. Recycling and reuse 3. Composting 4. Combustion 5. Sanitary land filling. • Through accurate estimation of the sizes and quantities of materials required. • Use of durable, long-lasting materials that will not need to be replaced as often. • Provide facilities for proper handling and storage of construction materials to reduce the amount of waste. • Use building materials that have minimal or no packaging to avoid the generation of excessive packaging waste. Anticipated Environmental Mitigation Measures Impacts Dust emission • Ensure strict enforcement of on-site speed limit regulations. • Avoid excavation works in extremely dry weather. • Sprinkle water on graded access routes when necessary to reduce dust generation by construction vehicles. • Personal Protective Equipment to be worn Exhaust emission • Vehicle idling time shall be minimized. • All construction equipment shall be properly tuned and maintained. • Sensitise truck drivers to avoid unnecessary gunning of vehicle engines at loading/offloading points and parking areas. Noise and vibration • Ensure that construction machinery are kept in good condition to reduce noise generation. • Ensure that all generators and heavy-duty equipment are insulated or placed in enclosures to minimize ambient noise levels. • The noisy construction works will entirely be planned to be during daytime when most of the neighbours will be at work. • Use of protective equipment's by the construction workers. • Switching off construction vehicles and machines when not in use. Increased energy • Install energy saving LED bulbs at all consumption lighting points which consume less energy. • Ensure planning of transportation of materials to ensure that fossil fuels (diesel, petrol) are not consumed in excess. • Switch off electrical equipment, appliances and lights when not in use. • Install sensory lighting at various locations which are not in use all the time such as the parking areas. • Monitor energy use during the operation of the project and set targets for efficient energy use. High water demand • Install water conserving taps that turn-off automatically when water is not being used. • Promote recycling and reuse of water as much as possible. • Promptly detect and repair water pipes and tank leakages. • Sensitise staff to conserve water by avoiding unnecessary water use. • Prompt detection and repair of water pipes and tank leakages. Generation of • Provide adequate and safe means of wastewater handling liquid waste at the premises. • Conduct regular inspections for pipe blockages or damages and fix them appropriately. • Ensure regular monitoring of the sewage discharged from the project to ensure that the stipulated sewage/effluent discharge rules and standards are not violated. 11th December, 2020 THE KENYA GAZETTE 4935 Anticipated Environmental Mitigation Measures Impacts Electrical safety • Use qualified electricians for all electrical works. • Use of high quality power cables and equipment. • Use of fire extinguishers onsite in case of fire. • Earth all the electric cables in the appropriate manholes.
