Pursuant to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received General Wastes Impacts Proposed Mitigation Measures • Identify sites with rare vegetation that may require protection; • Embark on planting trees and grassing and care for the same during construction. Soil Erosion • Any construction materials should be screened or covered to prevent off-site movement and surplus material should be removed from site to an approved disposal site; • Striping of vegetation should be limited to areas where civil works will be undertaken; • Berming of open trenches to prevent them from being washed away by runoff; • Provision of channels and anti-scour pads especially in steep slopes • Plant grass and trees along verges and embankments; • Dispose of the storm water through appropriate drains and inspect at regular intervals; • Control earthworks; • Dispose of excess excavated soil appropriately; • Use excess soil to recondition material sites. Noise and vibration • Construction and use of construction machinery should be limited between 0600 hrs and 1800 hrs; • The contractor should use modern equipment which produces the least noise possible; • Any unavoidable noisy equipment should be identified and located in an area where it has least impact; • Noise shielding screens should be used and the operation of such machinery restricted to when it is actually required. Health and safety effects • The contractor shall comply with all standards and legally required health and safety regulations as promulgated under the occupational Health and safety Act of 2007 and associated regulations; Proposed Mitigation Measures • Accidental fires will be reported to emergency teams, as well as control with appropriate equipment and properly documented; • Ensure that there is basic fire-fighting equipment is available on site as per the requirement of the local emergency services. • Storm water drains in the area should be routinely inspected by the environmental officer for any solid waste accumulation to avoid blockages and associated problems; • The contractor shall ensure that any liquid waste generated during decommissioning is disposed to a proper stabilizing lagoon. • Clearing of bushes, excavation and cutting should be restricted within the project area; • All solid waste to be collected at a central location at each site and will be stored temporarily until removal to an appropriate permitted land fill site; • No dumping within the surrounding areas is to be permitted; • Where potentially hazardous substances are being disposed of, a chain of custody should be kept with the register as a proof of final disposal; • Waste generated at the site should be sorted by the contractor and disposed of in a suitable manner into different waste streams, whenever possible recycling should carried out; • Litter generated by the construction crew must be collected in rubbish bins and disposed of weekly at registered waste disposal sites. • • Discharge of leachate from the dumpsite must be properly contained for treatment and disposal; • The leachate should be analyzed regularly to determine the chemical composition, this will inform the threshold of treatment needed; • Leachate should never be released into the sewer system, storm drain and river before proper treatment. Impacts Fire outbreaks Liquid Wastes Leachate formation Methane /hydrogen • The contractor must provide and maintain personal protective equipment and facilities to employees working with hazardous chemical substances; • Official training in the correct fit, use, care, storage and limitation of personal protective clothing (PPEs), respiratory and hearing equipment must be given to the employees; • The site workers should be trained on basic first aid methods.
