GAZETTE NOTICE NO. 7143

Pursuant to Regulation 21 of the Environmental Manageinent and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, ACME Dream Limited, is proposing to construct a modem commercial hotel comprising 225 hotel rooms, one gate, a cleaners' store, parking and drive ways, generator house and shops, associated facilities and amenities on L.R. No.I5136 in Embakasi area in Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Air pollution • Soil exposure to the elements should be over relatively short periods of time. • Off-site disposal of construction debris. • Watering all active construction areas as and when necessary to lay dust. • Cover all trucks hauling soil, sand and other loose materials. • Apply water when necessary. • Sweep daily all paved access roads, parking areas and staging areas. Noise and excessive • Workers on site should be provided with vibrations appropriate noise PPEs. • Regular servicing of vehicles and machinery. • Limit vehicle and other small equipment to an idling time of five minutes. • Vehicles should be properly maintained and the exhaust systems should be muffled as required. • All construction activities must be limited to between 8 a.m. and 5 p.m. during weekdays and 8 a.m. and 1 p.m. on Saturdays. • No heavy construction activities/ noise generating activities shall be undertaken on Sundays and public holidays. • No blasting of stones if any shall be carried out within the project without prior notice. Generation of solid • Procure the services of a NEMA licensed wastes. waste handler to manage solid wastes. • All recyclable materials should be collected and sent to a NEMA licensed company for recycling. • Use of durable, long-lasting materials. • Purchase of perishable/ high risk construction materials when needed. • Use of building materials that have minimal packaging. Occupational • The contractor will provide all workers and health and safety visitors with relevant and appropriate Personnel Protective Equipment (PPEs) and ensure their use. • Workers to be trained on equipment use. • First aid facilities to be available on site. • Contractor to comply with the requirements of the Occupational Safety and Health Act (OSHA). Possible pollution • Maintenance, re-fuelling and cleaning of from waste oil and equipment. fuel spills • The site design should incorporate oil sumps at the parking areas to isolate oil spills. • No solid waste, fuels or oils shall be discharged on land surface or into drains. • All machinery must be keenly observed not to leak oils on the ground. • All oil _products and materials should be stored in site stores or in the contractor's yard. Socio-economic • Employ workers from the immediate area impacts where feasible. • Establish a code of conduct for the workers. • All communications with the community should be documented. Increased demand • The contractor to ensure prudential use of for water water resources. • Sensitize construction workers on the importance of proper water management. • Replace or repair leaking pipes supplying water. • Reuse of waste water. • Direct construction water runoff to areas where it can soak into the ground or be reused.
