Mfuko–Holding office of the Board Secretary/CEO) The Board has a total of 15 more staff of various cadres who work at the Secretariat. It is important to note that two members of the Board that is Mrs. Evelyn Shighi and Mr. Isaac Makange have been appointed to positions of Chief Office, Public Service and Administration and Service Delivery accordingly 1.7 Board Committees The Board has four (4) functional Committees— 1. Recruitment and Selection 2. Human Resource Management and Development 3. Finance, Planning ,Administration, Training and General Purposes 4. Disciplinary Control, Audit, Labour Relations and Staff Welfare The role of each committee is to coordinate activities within its purview and make the necessary recommendations to the Board for consideration and decision. Each committee comprises a chairperson and members of the Board, supported by the Secretariat. The CSPB Secretariat is headed by a Secretary charged with the responsibility of implementing decisions of the Board and coordination of the Secretariat activities. CHAPTER TWO PROMOTION OF NATIONAL VALUES AND PRINCIPLES OF GOVERNANCE AND VALUES AND PRINCIPLES OF PUBLIC SERVICE 2.0 Introduction The Board plays a key role in the promotion of National Values and Principles of Governance and Values and Principals of Public Service as outlined in Articles 10 and 232 Constitution of Kenya, 2010. In so doing, it sensitizes, inculcates and monitors compliance in the public service. In this regard, the Board has undertaken various activities as outlined below: 2.1 Promotional Activities Undertaken (a) Equity and Inclusiveness The Board has continued to adhere to gender affirmative action by maintaining the One Third rule. The Board in the Year ending December 2018 recruited a total of fifty two (52) employees of which fourty four (44) being male and eight (8) being female, The Disparity was brought by the fact a whopping 39 were drivers whom by coincidence were only male. The main challenge we have as a county is attaining the 5 % on persons with Disabilities. So far we are at less than 0.5 %. Affirmative action will be the way to go in future. The Board advertised all the Jobs through the County website and print media so as to give equal opportunities to all candidates. This ensured that positions were competitively filled as required by law. (b) Patriotism and National Unity The Board has continued to promote patriotism and National Unity in all its activities. The Board has recruited Kenyans of all walks of life in the Year 2018. The Board has constantly being participating in all the National Days of The Country. The Board has also being assessing candidates on various aspects of Patriotism during its interview processes. The same has been instilled to candidates during induction and trainings. The Board has also continued to use the National Symbols of the County as required by law. The Board was also part of the Team that represented the county in the annual Devolution Conference in Kakamega County in February 2018. 12th April, 2019 THE KENYA GAZETTE (c) Professional Ethics The Board has ensured Wide advertisement of vacancies to attract qualified and professional candidates in various positions through use of notices, Websites, Print media and Word of mouth. The Board has also developed a code of conduct and ethics for the Board and County Public Service. (d) Integrity The Board has ensured adherence to chapter six of the Constitution of Kenya by making it a requirements to candidates to get clearances from all the constitutionally mandated Bodies in all our recruitments. The Board has championed the declaration of wealth by all staff members. The Board has always encouraged and maintained and open door policy to all its stakeholders. The Board participated in a corruption risk assessment exercise that was spearheaded by the Ethics and Anti-Corruption Commission a process that was aimed at strengthening the Board processes. (e) Human Dignity, Social Justice, and Human Rights The Board has continued to champion for promotion of human dignity by ensuring that its infrastructure and facilities are user friendly to persons with special needs. The Board has and will continue to adhere to relevant laws on social justice and human rights accordingly. The Board had previously developed a work place HIV/AIDS policy to ensure that those affected or infected are accorded fair treatment dignity and respect. The Board has taken part in corporate social responsibility activities to help the less fortunate in the society. (f) Transparency and Accountability The Board has ensured that its offices are open to all its stakeholders for enquiries in all its processes. Through the available structures of the County, the board has taken part in public participation activities not limited to budget making processes. The Board has also taken part in all the County open forums for the public to air their issues and views. CHAPTER THREE HIGHLIGHTS OF ACTIVITIES UNDERTAKEN BY THE BOARD WITHIN ITS COMMITTEES 3.1 Introduction The Board has established four (4) committees to ensure efficient and effective service delivery in line with its mandate as stipulated in in Article 235 of the COK 2010 and section 59 (1) (2) (3) of CGA 2012. The activities undertaken through each of the committees are highlighted here below. 3.2 Recruitment and selection Committee 3.2.1 Recruitment Pursuant to section 59 (1) (b) of the County Governments Act, 2012, the Board recruited (52) Staff on long term contracts that is 4–5 years. The Board is also in various stages of filling positions as per advertisements made as indicated below. Promotions During the year, the Board promoted one thousand two hundred and thirty eighty six (238) staff on common cadre and waiver on promotion. The Board has also conducted promotional interviews for the Department of Health Services and will finalize the process that will see 212 (two hundred and two) officers being promoted. This is a slight increase as compared to the previous year of which the Board is extremely grateful. It is however regrettable that the board has failed to receive its full share of the budget due inadequate revenue collection , timely disbursement of funds and little monthly allocation to the Board a challenge that the Board will continue to work with the relevant offices to address the situation. The Board recommends that for it to achieve fully autonomy, there is need for the Board to have its own financial account and its funds disbursed directly to its account so as to give the correct position in terms of accountability. As regards to training the Board took eight (8) of its officers to the Kenya school of Government for continuous professional trainings like senior Management, Supervisory, Customer Care. Records Management and Public relations. Board officers were also trained on the use of the Integrated Financial Information Management System (IFMIS) and Electronic Procurement by officers from the National Treasury. Under section 59 (1) (h) of the County Governments Act, 2012, the CPSB is mandated to advise the County Government on human resource management and development. In this regard, the Board identified the following gaps— (a) stagnation attributable to lack of the requisite skills as outlined in the Schemes of Service; (b) lack of professional and technical skills to carry out specialized functions; and (c) poor work culture. Consequently, the Board advised the County Government to put in place training programmes that address the skill gaps in the workforce and also equip officers with relevant knowledge, skills and right attitude aimed at improving performance 3.5 Disciplinary Control, Audit, Labour Relations and Staff Welfare The Board had received two disciplinary cases of alleged forgery from the department of finance of which one was successfully concluded and saw the respective officer retired on Public interest. The Board has also been enjoined in an appeal filed to the Public Service Commission of Kenya by an officer who was earlier dismissed. The Board will respect the Outcome of the appeal accordingly. As regards to industrial unrest, the Board worked tirelessly to engage the Union of Nurses to avert a strike that was looming. The Board has continued to have meetings with Union officials so as to ensure that there exist a sound relationship between the Government, the employer and the employees through the Unions. This will promote a harmonious working relationship. The Board is still faced with an active litigation against the Ward Administrators whose prayers are to be absorbed in Permanent and pensionable establishment. This has halted the recruitment process as they have put an injunction. There is need to relook into the disciplinary process at departmental level as there have been cases of staff being sent on compulsory leave with no disciplinary issues reported against them. This has attracted litigation a trend which does not auger well as far as best Human Resource Practice is concerned. Recruitment of casuals and the existence of long serving casuals has continued to be a challenge. The Board is working closely with the executive through the rationalization process to have a permanent solution. During this reporting period, the Board with the help of Officers from the Directorate of Personnel Management engaged in the fine tuning of key documents to facilitate its operations and that of the entire public service. The policies developed included— (a) Human Resource Development Policy; 1480 1480 (b) Human Resource Policies and Procedures Manual; (c) Attachment/Internship Policy; Rewards and Sanctions Policy; (d) HIV Workplace Policy; (e) Discipline Manual; and (f) Recruitment and Selection Manual. CHAPTER FOUR CHALLENGES WAY FORWARD AND FUTURE PLANS The Board has faced a number of Challenges in its operations. It is our prayer that the proposals put forward as proposed way forward will help in achieving its mandate. The challenges and recommendations have been highlighted below: Inadequate budgetary allocations – whereas the board has had its budget revised downwards without consultation. In worst case scenarios, the money allocated to it is never fully disbursed from the treasury.as a way forward there is need for effective consultation and involvement during the whole process of budget making. The Board proposes for its own financial independence. Difficulties in attracting and retaining personnel with the required skills, given the recommended salary structure by the Salaries and Remuneratio n Commission (SRC).This has been a great challenge especially in the medical field. The Board has failed to attract medical specialists on the prevailing conditions and it has had to go an extra mile to provide stop gap solutions. The Board hopes that Continuous engagement with the salaries and Remunerations Commission shall provide a lasting solution. The Board will also engage with stakeholders within the County to improve the situation. Difficulties in meeting constitutional provisions especially in for persons living with disabilities (PWDS) because of low response to advertisements and lack of the requisite skills. The Board shall continue to create awareness and take affirmative action where possible. The Board shall also engage with organizations that represent the special interest groups to ensure compliance with the constitutional requirements. Litigations that prolong discipline cases which impacts negatively on service delivery. The Board will continue to take measures to minimize cases of indiscipline through training, guidance and counselling. 4.2 FUTURE PLANS Continuous Sensitization of Staff on Policies Developed for Management of Human Resource Automation of Board Processes including Human Resource Management, Record Keeping Finalization of the County Rationalization Process to ensure Efficiency in Service Delivery Continuous Training of stakeholders on National Values and Principles of Governance and Values and Principles of Public Service The Board will in the Near future be relocating from its current offices that is maghamba plaza to its new premises located in Voi opposite Dan Mwazo Social Hall where renovations are ongoing. CHAPTER FIVE CONCLUSION The County Public Service Board is extremely grateful for the support it has received from the County Legislature, Executive and All its stakeholders in undertaking its mandate. The Board reiterates its resolve to continue offering services to the County within its mandate and as per the oath the members took.
