THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
AUTHORIZATION
Pursuant to Regulation 21 of the Environmental Management and
Co-ordination (Impact Assessment and Audit) Regulations, 2003, the
National Environnient Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.
The proponent, Mater Limited, is proposing to, construct an eight storey building ',kick (ground floor plus 8 floors' comprising of 144 units. The ground floor will comprise 45No.vehicle car .park and '
1No.retaiI outlet unit. Floors 1-8 will comprise 6No.2 bedroomed apartments and 12No.1 bedroomed apartments, driveways, sidewalks and other associated facilities and amenities on Plot L.R. No.
209/11011/3; off Moses Tanui Road, Imara Daima in. Nairobi City
County.
The following are the anticipated impacts and proposed mitigation measures:

Exploitation of • Source building materials from local raw materials suppliers who use environmentally friendly processes in their operations.
• Ensure accurate budgeting and estimation of actual construction material requirements to ensure that the least amount of material necessary is ordered.
• Ensure that damage or loss of materials at the ,construction site is kept minimal through proper storage.
Use atleast 5%-10% recycled, refurbished or salvaged materials to reduce the use of raw materials and divert material from landfills.
Storm water
• Surface runoff and roof water shall be management harvested and stored in underground reservoir tanks for reuse..
• Apply soil erosion control measures such Is leveling of the project site to reduce run-off velocity and increase infiltration of storm water into the SOH.
• Ensure that construction vehicles are restricted to existing graded roads to avoid soil compaction within the project site.
• Ensure that any compacted areas are ripped to reduce run-off.
Impacts Proposed Mitigation Measures
• Use construction materials containing recycled content when possible and in accordance with accepted standards.
• Dispose waste more responsibly by dumping at designated dumping sites or landfills only.
Increased energy • Ensure electrical equipment, machinery and use lights are switched off when not being used.
• Install energy saving fluorescent tubes at all
' lighting points instead of bulbs which consume higher electric energy.
• Ensure planning of transportation of materials to ensure that fossil fuels (diesel, petrol) are not consumed in excessive amounts.
• Monitor energy use during construction and set targets for reduction of energy use.
Air pollution • Provide 2.4 m high hoarding along site boundary.
• Provide effective dust screen, sheeting or netting where a scaffolding is erected around the perimeter of a building.
• Water all active construction areas when necessary.
• Cover all trucks hauling soil, sand and other loose materials.
• Down wash of trucks (tyres) prior to departure from site.

• Personal Protective equipment to be worn by all staff members.
• Vehicle idling time shall be minimized.
• Alternatively fuelled construction equipment shall be used where feasible equipment shall be properly tuned and maintained.
Occupational health • Provide adequate well stocked first aid and safety boxes across the site and adequately train all staff on basic first aid administration.
• Adequate warning/inductions and instruction signs must be prominently displayed on the project site.
• Ensure that workers at the site are adequately protected through provision of suitable personal protective gears.
• Limit public access to the construction site.
• Ensure that all construction machines/ equipment are operated by experienced personnel and regularly serviced in order to avoid any accidents.
Increased traffic • Ensure all construction vehicles to and from obstruction the construction site use the designated
Entry/Exit to the project site.
• All transportation of construction raw materials and excavated materials are to be conducted at traffic off peak hours only.
• Sensitize truck drivers to avoid unnecessary road-obstruction.
• Cover all trucks hauling soil, sand and other loose materials to avoid spillage and dust emissions that may interfere with smooth motoring.

Proposed Mitigation Measures
• Open drains all interconnected will be provided on site.
• Hazardous substance control and emergency response plan that Will include preparations for quick and safe clean-up of accidental spills.
• Hazardous-materials handling procedures to reduce the potential for a spill during construction to be prescribed.
• Identify areas where refueling and vehicle maintenance activities and storage of hazardous materials, if any, will be permitted.
• Ground water, will be collected during construction contained and disposed of in accordance with all applicable regulations.
• Connect to the existing NW&SCo main supply.
•. Harness rainwater for construction activities usage.
• Install a discharge meter at all water outlets to determine and monitor total water usage.
• Promptly detect and repair of water pipe and tank leaks.
• Ensure taps are not running when not in use.
Sensitize construction vehicle drivers and machinery operators to switch off engines of vehicles or machinery not being used.
• Use quiet equipment (i.e. equipment designed with noise control elements such as mufflers).
• Install portable barriers to shield compressors and other small stationary equipment where necessary and locate stationary noise sources as far from existing sensitive receptors as possible.
• Ensure that construction machinery are kept in good condition to reduce noise generation.
• Ensure that all generators and heavy duty equipment are insulated or placed in enclosures to minimize ambient noise levels.
• Use of an integrated solid waste management system i.e. through a hierarchy of options including: Source reduction, Recycling, Reuse, Combustion and Sanitary land filling.
• Through accurate estimation of the sizes and quantities of materials required, order materials in the sizes and quantities they will be needed.
• Ensure that construction materials left over at the end of construction will be used in other projects rather than being disposed off.
• Ensure that damaged or wasted construction materials will be recovered for refurbishing and use in other projects.
• Provide facilities for proper handling and storage of construction materials to reduce the amount of waste caused by damage or exposure to the elements.
• Use building materials that have minimal or no packaging to avoid packaging waste.

National Environment Management Authority (NEMA) has received an Environmental Impact 'Assessment Study Report for the above proposed projects
The proponent, Kenya Urban Roads Authority, is proposing to undertake the duelling of both the Eastern and the Northern Bypasses involving increasing the current two lanes to four lanes, construction of service lanes and roads in highly developed locations, construction of overpasses and underpasses, construction of footbridges and.
footpaths and provision of matatu bus stops.
The following are the anticipated impacts and proposed mitigation measures:

• Where invasive species are identified, disposal of cleared vegetation will be done a manner as not to allow for invasive species to be transferred in other areas.

• Where possible, vegetation clearance and excavation activities will be scheduled to occur outside of the rainy season, to reduce the anticipated volume of runoff during construction.
Noise pollution and • Workers shall use ear protectors when vibration performing noisy operations.
• Post appropriate notices to warn drivers against unnecessary hooting of vehicles.
• Switch off engines or reduce idling time when not in use..
• Noise levels at the construction site boundary should be kept within acceptable limits of 60 dB(A) during the day and 35 dB(A) during the night as stipulated within the Environmental Management and Co- ordination (Noise and Eicessive Vibration
Pollution) (Control) Regulations, 2009.
• Dust suppression by regularly spraying water on the diversion roads and work sites.
• Wetting or covering stockpiles in dry weather.
• Covering loaded trucks during the transportation of material.
• Activities generating dust (excavation, blasting, handling and transport of soils) to be carried out in calm weather.

• Liaise with the nearest VCT centres to offer visit services to workers and neighbouring community.
• We will institute STIs and HIV/AIDS awareness and prevention campaign amongst workers for the duration of the contract.
Occupational health • The contractor to employ traffic marshalls to and safety -ensure flow of traffic in diversions and construction sites. ' •

Increased Water
• Ensure that water is used efficiently at the demand site by sensitizing construction workers to avoid irresponsible water use.
• An assessment and evaluation of the identified water sources should be done against the estimated water demand during construction. These details should be provided to the Water Resource
Management Authority before a license for abstraction is issued.
Waste water
• Properly channel all grey water runoff or management uncontrolled discharges from the site/working areas (including washdown areas) to nearby water courses.
• Discharge any water containing pollutants such as cements, concrete, lime, chemicals and fuels into a conservancy tank for removal from site.
• Potential pollutants of any kind and in any form will be kept, stored and used in such a manner that any escape can be contained so as the water table not endangered.
• Develop a wastewater management plan and emergency procedure on remedying any pollution incidents on site.
Traffic impact
• Develop an implementable traffic mragement plan.
• Install temporary road signs that are visible both during the day and at night indicating road works and restrictions along the active construction sites.
• We will plan schedules for construction traffic and update it on a regular *basis.
• Set aside parking bays for heavy goods vehicles and public transport vehicles where feasible.
Negative social
• Establish a community liaison system to change handle any complaints from the community.
• We will establish a grievance management system to handle internal and external complaints.
