APPOINTMENT
IT IS notified for the information of the general public that the
Governor of Nyandarua County, established a taskforce to be known as the Taskforce on Land Issues in Nyandarua County. The purpose of the
Taskforce is to critically examine the land issues facing Nyandarua
County, with an emphasis on 01'Kalou Town, as highlighted in the
Governor's inaugural speech and the previous land taskforce reports, and provide recommendations and a roadmap of solutions to bring to finality the problem of land issues in Nyandarua County. The Taskforce shall consist of:

1. The terms of reference of the Taskforce shall be to —
(a) to review all previous Land Taskforce Reports and other related reports prepared by various institutions including the Department of Lands, Housing, Physical Planning and
Urban Development;
(b) to study the report on 01' Kalou Town Plots Verification prepared by Lands, Housing, Physical Planning and Urban
Development and recommend genuine plot allotees;
(c) to recommend measures to address non-genuine plot allotees in Orkalou Town after genuine plot owners are identified;
(d) to recommend measures to be taken on encroached public land in OrKalou and other areas within the County;
(e) to recommend administrative structures and jurisdiction for the proposed OPKalou Municipality;
(f) to recommend surveys needed to be undertaken to give a long lasting solution to cases of narrow roads and establish correct boundaries for public dams and other public utilities;
(g) to recommend procedures for plot and kiosk allocation
•within Nyandarua County in line with National Land
Policy;
(h) to recommend, procedures for leasing/renewal of property leases by the County Government to public and private entities and leasing/renewal of property leases from public/private entities to County Government;
(i) to identify and document underlying issues hindering issuance of title deeds to property owners in major shopping centres of Nyandarua County;
(j) to establish the status of readiness for issuance of title deeds for each of the 27 squatter villages in Nyandarua County;
(k) to identify the bottlenecks in processing of title documents for beneficiaries of the 27 squatter villages and come up with a roadmap for addressing them; and
(1) to consult with relevant stakeholders (NLC, Ministry of
Lands and physical planning, SFr, etc.) to identify and document available and grabbed public land that can form part of County Land Bank.
2. In the performance of its mandate, the Taskforce —
(a) shall hold such number of meetings in such places and at such times as the Taskforce shall, in consultation with the
Governor, consider necessary for the proper discharge of its mandate;
(b) shall review official reports, policies, legislation or any document related to its mandate;
(c) may summon, interview and call for documents and information from members of the public, government officers and stakeholders for actual clarity of issues within its mandate;
(d) may hold consultative meetings with sector stakeholders and members of the public;
(e) may carry out or cause to be carried out such studies or research as may inform the Taskforce on its mandate; and
(f) may in consultation with the Governor, co-opt such other persons who may possess the appropriate competencies as are necessary for the performance of its mandate.

3. The term of office of the Taskforce shall be one hundred (100) sitting days with effect from the 1st January, 2018 or such longer period that the Governor may authorize.
4. The Taskforce shall prepare and submit to the Governor interim
/progress reports as it may find fit and necessary as need arises, add its final report at the end of one hundred (100) sitting days or such other extended period.
5. The Taskforce shall regulate its own procedure.
6. The Chairperson and other members of the Taskforce shall subscribe to a confidentiality deed as shall be prescribed.

APPOINTMENT
IN EXERCISE of the powers conferred by Article 179 (2) (b) of the
Constitution of Kenya as read with sections 30 (2) (d), (e) and 35 of the
County Governments Act, 2012, I, Amb. Mohamed Abdi Mohamud, Governor of Wajir County, appoint—
ABDIHAICIM BILLOW NOoR to be a member of the Wajir County Executive Committee responsible for matters Finance, Audit and Economic Planning on an acting capacity with immediate effect. In accordance with section 31 (a) of the
County Governments Act, the appointment of Daud Abdullahi Omar as
Wajir County Executive committee Member has been vacated.
