Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Linden properties LLP, is proposing to construct a Purpose-Built Student Accommodation (PBSA) unit comprising of accommodation studios (residential units), manager office, reading rooms, lift lobby, gaming room, lounge area refuse holding room, laundry, generator section, parking and asociated amenities. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Waste water/storm water • Permits to discharge waste water to the sewer line should be acquired. • Storm water drains should be placed to facilitate storm water channeling and prevent soil erosion or flooding. • The parking lot should be constructed with porous material to allow for water infiltration thus reduce surface runoff. • Roof water harvesting should be practiced reducing on storm water and also as a water Conservation technique. • Areas that are not built should be ploughed to loosen the soil particles in case compaction had taken place; vegetation should be planted in these areas to facilitate water infiltration. Air pollution • Ensure that Construction vehicles are well maintained to reduce the volume produced of exhaust fumes. • Encouraging the use of unleaded fuel. • Vehicles transporting sand and/or soil/earth spoils should be properly covered to prevent particles from being blown into the air. • During construction, dust nets should be placed around the building to trap fugitive dust. • Workers should be issued with dust masks or respirator masks. • Ensure compliance to Air Quality Regulations, 2014. Excessive noise and vibration • Reduce the idling time of vehicles.(Switching on and off of running engines at appropriate times). • Construction vehicles, equipment and machinery should be well maintained to reduce their noise levels. Sound dampening mats may be installed in extremely noisy machinery/equipment. • Working hours should be restricted to day time and a notice served to the neighbors indicating the working hours. 23rd November, 2018 THE KENYA GAZETTE Impacts Proposed Mitigation Measures • Workers should be provided with earmuffs. • Ensure compliance to Noise and Excessive Vibrations Regulations, 2009. Generation of solid waste • Provision of bins where waste will be disposed on the site. • Contracting a waste collection company to collect waste from the site daily. • Provision of a well laid strategy on waste management in the site. • Reduction in the amount of solid waste generated by reducing packaging of material. • Segregation of waste to encourage reuse and recycling. • Disposal of solid waste in compliance with EMCA 2006 Waste Management Regulations. Health and safety • Placement of barriers to prevent materials from falling on the road/path next to the proposed project site. • Limiting construction vehicle speed around the site to avoid/reduce collisions. • Installation of dust nets around the building to trap fugitive dust. • Proper handling of oils and chemicals to prevent contamination. • Erection of warning signs next to the construction site to warn road users of risk of falling material and heavy trucks. • Ensure compliance to Occupational Safety and Health Act, 2007 Social ills • Have a counsellor to offer guidance and counselling as part of the PBSA management team. • Partner with surrounding institutions of learning/Universities and relevant government bodies to offer / support short courses on social interaction and social studies in general. • Support HIV/AIDS Awareness and education. This can be done by educative posters, offering free HIV/AIDS testing services, HIV/AIDS counselling and issuing of condoms within the PBSA and neighboring institutions of higher learning. • Ensure hostels are drug free zones as per respective legislations including Tobacco Control Act, 2007 and Alcoholic Drinks Control Act, 2010. • Implement the developed code of conduct for students to control social mischiefs and ills within the PBSA hostels and community.
