GAZETTE NOTICE NO. 12052

IT IS notified for the general information of the public that the Cabinet Secretary for Tourism and Wildlife has appointed a Working Group to co-ordinate the implementation of the Wildlife Corridors and Dispersal Areas Report and secure high priority wildlife corridors with a view of enhancing co-existence between communities and wildlife. The Working Group shall comprise of: Philip Muruthi (Dr.)—(Chairperson) Members: Erustus Kanga (Dr.) Jeff Worden (Dr.) Mohammed Said (Dr.) Benson Okita-Ouma (Dr.) Martin Mulama (Dr.) Festus Omariba (Dr.) Anne Kahihia (Ms.) Leonard Omullo Lucy Waruingi (Ms.) Gordon Ojwang John Mbuthi Orville Nyandoro Oreener Robert Njue Joachim Kagiri (Dr.) Joint Secretaries: Joycelyn Makena (Ms.) Beverly M. Lamenya (Ms.) Terms of reference of the Working Group shall be— (a) develop a national implementation programme for the wildlife corridors and dispersal areas report with appropriate actions based on priorities on level of threats to the identified wildlife corridors and dispersal areas; (b) develop regulations for gazetting wildlife corridors and dispersal areas; (c) develop a framework for identifying, prioritizing, monitoring and reporting status of corridors and dispersal areas and identify timelines and annual targets for their gazettement within two (2) years; (d) develop innovative schemes and incentives to beapplied in securing identified critical wildlifemigratory routes, corridors and dispersalareas for sustainable wildlife conservationand management; (e) identify and list the various relevant stakeholders particularly in the target areas for an all-inclusive consultation process when the process securing a corridor or a dispersal area begins; (f) enter into partnership with county governments by providing the specific data on wildlife corridors and dispersal areas for integration in county spatial planning, annual state of biodiversity report and sensitize land administrators including county spatial physical planners, land officers, land surveyors and land registrars, on the importance of setting aside land for wildlife migration; (g) provide guidelines on the processes and procedures for securing the corridors and dispersal areas at national and county levels; (h) conduct a participatory assessment of ongoing efforts towards the acquisition, securing and management of wildlife migratory routes/corridors and dispersal areas; (i) identify long-term sources of financing the implementation programme. Such sources may include but not limited to the Government of Kenya, the European Union, USAID, African Development Bank, World Bank, UNDP; and prepare and present proposals for funding to identified source of funding as already described; 23rd November, 2018 THE KENYA GAZETTE (j) merge the corridor report with the Kenya Atlas, Important Bird Areas and Key Biodiversity Areas to integrate areas that need special attention; (k) prepare and submit to the Cabinet Secretary a report on the state of biodiversity areas and status of corridors gazetted and secured bi-annually; (l) prepare a comprehensive exit strategy that will ensure the continued long-term gazettement, securing, monitoring and evaluation of wildlife corridors and dispersal areas; (m) produce a scenario source setting on how wildlife pattern and conservation network by 2030 in the face of different challenge such as agricultural development, infrastructure, climate change, population growth and integrate it with Kenya’s Vision 2030 development blue print; and (n) estimate the resource requirements and assign responsibilities for the identified actions in the implementation programme. Term of Office The term of office for the Working Group shall be three (3) years from the date of publication of this notice; provided that the Working Group shall submit to the Cabinet Secretary an interim report within sixty (60) days. Reporting In the Performance of its mandate, the Working Group shall be responsible to the Cabinet Secretary for Tourism and Wildlife. Secretariat The Secretariat of the Working Group shall be based at the Headquarters of the Ministry of Tourism and Wildlife. Dated the 16th October, 2018.
