Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Jesus House of Praise, is proposing to construct mixed use urban development comprising office spaces, retail spaces, apartments, serviced apartments, hotel, restaurants, church halls, conference halls, swimming pool, gym and retail parking, associated facilities and amenities on plot L.R. No. Ntima/Igoki/3235, Meru County. The following are the anticipated impacts and proposed mitigation measures Impacts Proposed Mitigation Measures Vegetation disturbance • Ensure proper demarcation and delineation of the project area to be affected by construction works. • Designate access routes and parking within the site. • Introduction of vegetation (trees, shrubs and grass) on open spaces and around the project site and their maintenance. Soil and water pollution • All heavy trucks and any other motorized machinery must be maintained well to avoid fugitive spills. • Equipment and washing activities during construction to be done in designated areas with impervious surface with interceptors for oily wastes. Air pollution (dust, gaseous emissions) • Use dust screens to cover the buildings under construction to trap dust. • Provide appropriate personal protective equipment for employees exposed to dusts and gaseous emissions. • Fence the construction site. • Cover friable material loads with tarpaulins during transportation. • Observe speed limits of vehicles transporting materials. Noise and excessive vibration • Comply with provisions of the Noise and Excessive Vibrations Pollution Control Regulations, 2009 for permissible noise and vibration levels. • Provision of adequate and appropriate PPEs to the workers. Impacts Proposed Mitigation Measures • Avoid hooting especially when passing through silent zones such as schools, churches, residential areas, offices and hospitals. Increased solid waste generation • Segregation of waste at source so as to determine the recyclables. • Contract a licensed waste handler to collect waste at regular intervals. • All wastes to be transported by NEMA licensed waste handlers and to be disposed in licensed disposal sites. Increased traffic volumes • Signage should be put in place to give warning and direct the traffic appropriately. • Any work that disturbs normal traffic signal operations shall be coordinated with the relevant authorities. • Sensitize truck drivers to avoid unnecessary road obstruction. Occupational safety and health hazards • Issuance of Personal Protective Equipment (PPE) and enforcing their use during construction and demolition. • Regular inspection, testing and maintenance of equipment and machinery. • Develop and implement site emergency response plans. • Training workers on health and safety precautions. • Provide fully stocked first aid kits. Increased effluent waste generation • Ensure that waste water pipes are not blocked or damaged so that the effluent can be delivered to the sewer line to avoid land and water contamination. • Surface runoff and roof water shall be harvested and stored in underground reservoir tanks for reuse. • Conduct regular checks for sewage pipe blockages or damages. • Provide means for handling sewage generated by construction workers, e.g. mobile toilet. Increased demand for raw materials • Source building materials from local suppliers who use environmentally friendly processes in their operations. • Use at least 5%-10% recycled, refurbished or salvaged materials to reduce the use of raw materials and divert material from landfills.
