NOTICE is given that preparation of the above Physical Development Plan was on the 26th February, 2018 completed. The Development Plan relates to land situated within Nanyuki Town. A copy of the Development Plan as prepared has been deposited for public inspection at County Physical Planning Office, Nanyuki and Office of the County Secretary, Nanyuki. The copy so deposited is available for inspection free of charge by all persons interested at the above mentioned address between the hours of 8:00 a.m. and 4:30 p.m. Any interested person who wishes to make any representation in connection with or objection to the above Development Plan may send such representations or objection in writing to be received by the County Physical Planning Office P.O. GAzETre NOTICE No. 9640 THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT (No. 8 of 1999) THE NATIONAL ENVIRONMENT MANAGEMENT AUTHORITY ENVIRONMENTAL IMPACT ASSESSMENT STUDY REPORT FOR THE PROPOSED CONSTRUCTION OF A SMALL SCALE LIQUIFIED PETROLEUM GAS IMPORT AND STORAGE TERMINAL PLANT OF 1,000 METRIC TONNES CAPACITY WITH AN ADDITIONAL 10,000 METRIC TONNES FLOATING STORAGE LOCATED ON PLOT L.R. NO. BLOCK XLVII/173 WITHIN CORMACO SUPPLY BASE, MOMBASA COUNTY INVITATION OF PUBLIC COMMENTS Pursuant to Regulation 21 of the Environmental Management and Coordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Mansa East Africa Limited, is proposing to install a small scale liquefied petroleum gas import and storage terminal plant of 1,000 metric tons capacity with an additional 10,000 metric tons floating storage located on plot L.R. No. Block XLVIIJ173 within Cormaco Supply Base, Mombasa County. (i) Phase one design will entail construction and installation of the tanks with 2 x 250 tons above ground LPG tanks and an interim operational capacity of 500t, fed from an approximately 6,000MTS floating storage together with ancillary infrastructure providing for the loading of road tankers and iso-containers for rail and other associated facilities and amenities. (ii) Phase two of the project will as well include installation of 2 x 250 tons above ground LPG tanks and an increase of floating storage to 10,000MTS to accommodate the increased storage and volumes. The following are the anticipated impacts and proposed mitigation measures. Impacts Proposed Mitigation Measures Vegetation • Restore cleared sites with indigenous disturbance vegetation upon completion of construction. • Levelling and grading of the resultant construction site. • Restoring animal habitats to their near original status. Dust and exhaust • Avoid excavation in extremely dry weather. emissions • Provide workers with noise safety equipment such as ear muffs. Impacts Proposed Mitigation Measures • Conduction of regular air pollution/quality monitoring tests to ensure that the atmospheric air is not polluted by project activities. • Sprinkle water on open grounds to minimize dust emissions. Noise pollution Provide workers with noise safety equipment such as eat' muffs. Conduction of regular noise and vibration pollution monitoring and surveys. Acquisition of noise and excessive vibration permits from NEMA before comthencing the construction. Proper signage cautioning people against accessing noisy areas within the site. Regular servicing and maintenance of machines and vehicles at use at the site to avoid noise pollution. Oil spillage and Liaise with NEMA licensed waste oil handlers gas leakages to manage oil spills. Undertake regular inspection of LPG tank and other vessels. Acquisition of effluent discharge license from NEMA before discharging effluent waste into the environment. • Construction of oil/grease traps to ensure that there are' no spillages on the environment, • Provision of personal protective gears to people working in hazardous areas, like aprons, gumboots, mouth muffs, helmets, gloves, etc. • Locatioh of garage and workshop in areas far away froth water sources and environmental resources. • Establishment of effluent discharge points like soak points and septic tanks for liquid wastes and temporary washrooms for workers. Fire risks • Install adequate firefighting equipinent with regular maintenance. • Train all workers in Fire safety procedures. • Engage fire auditors to undertake regular fire audits at the facility. • Install a temporary fire alarm and ensure that fire procedures are known to all the site staff. • Ensure that an adequately stocked First Aid box is on site at all times. Visual impacts • Acquire fire-fighting facilities. • Sensitize workers on fire safety. • No storage of flammable material onsite. • keep well stocked first aid box on site. • Proper handling and use of tools and machinery. Solid waste • Use only NEMA approved waste handlers for waste disposal. • Encourage use of recyclable materials at the facility. • Install color coded waste bins for different waste categories. • Encouraging point source waste segregation and sorting before disposal. Impacts Proposed Mitigation Measures • Provision of a temporary solid waste collection dumpsite before the final solid waste disposal. Storm water run- • Channeling waste water to a sewer line. off • Routine check-ups and monitoring of the drainage system to avoid leakages and blockages. • Construction of separate storm water and waste water drain. • Implement water saving devices for domestic water use e.g. dual flush toilets, automatic shutoff taps, etc.. • Practice rain water harvesting. • Conducting of regular audits of water systems to identify and rectify any possible water leakages. Marine traffic • The Floating storage and its infrastructure during installation to be incorporated into the KPA installation of marine master plan. floating storage Workers accidents • Workers to put on PPEs. and hazards • Undertake regular awareness/sensitization of staff on safety. • Comply with the provisions of OSHA, 2007. • Adhere to safety regulations outlined in Building Order 1968 (Building Code) and (The Factories and Other Places of Work Act Cap 514). • Limit renovations to hours with minimal office activity. • Conduct safety audits annually.
