The proponent, Ministry of Transport, Infrastructure, Housing and Urban Development, is proposing to develop a regional sanitary landfill on a private land located in MitubirilWempaffllock 1/6824 situated in Mitubiri area, Murang'a County. The proposed project will mainly involve civil and mechanical works. Civil works will constitute excavation, construction of buildings, cells and drainage channels among others. Mechanical works will include installation of Landfill Gas treatment system and weighbridge while electrical works will include hooking the Site to KPLC electricity supply line. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Air pollution • Use best management practices to minimize dust generation. These include: re-vegetating areas where vegetation has been removed; keep to the minimum areas where earthwork activities will take place, dust suppression on roads during dry weather conditions and pavement, speed limits. • Construct buffer zone with protective berms. • Maintain heavy equipment used at the Site and waste hauling vehicles to ensure their exhaust emissions meet the emissions standards prescribed in EMCA (Air Quality) Regulations, 2014. Impacts Proposed Mitigation Measures Noise and excessive • Strictly adhering to designated vibration working hours (day time). • Sensitizing construction truck drivers and equipment operators to switch off idle engines. • Using modem, well-maintained and regularly serviced vehicles. • Ensuring that all generators and heavy-duty equipment be insulated or placed in enclosures to minimize ambient noise levels. • Comply with EMCA (Noise and Excessive Vibration Pollution Control) Regulations 2009. Surface and groundwater • Develop traps, barners, vegetation pollution planting, terracing and leveling the project site to reduce run-off velocity. • Construction vehicles to be restricted to designated areas to avoid soil compaction within the project site, while any compacted areas will be ripped to reduce run-off. • Develop a site-specific construction environmental management plan (CEMP). Ecology • Disturbance to habitats should be strictly controlled. • Rehabilitate degraded habitats within the site and support habitat conservation in nearby areas Protect wetland habitat. • Ensure proper management of the landfill to avoid effluent discharge into the environment. • Re-vegetation of the project site after construction plant adoptable and sustainable tree species. Traffic impacts • Develop a Traffic Management Plan. • Strict traffic regulations should be put in place. • Traffic signs should be posted along site access roads. • Design of the site layout to ensure that trafficked areas, such as the location of parking, the entrance gate and the weighbridge, are away from dangerous areas. The layout will also ensure smooth flow of traffic within the project. • Any particularly dangerous areas, such as disposal areas for leachate ponds, should have signs to indicate the danger posed. • Speed limits should adhered to along the access roads. Storm water Run-off • Provide proper storm water drainage management from the paved roads. • Construct interception drains that direct storm water away from the areas where waste is to be disposed. • Provide regular inspection and maintenance of the drains. • Provide tanks for rain water harvesting.
