IT IS notified for the general information of the public that the Cabinet Secretary for Health has established an expert committee to facilitate and guide efforts towards the elimination of priority Neglected Tropical Diseases in the country and appoints- Chairperson Benson Estambale (Prof.) Members Njeri Wamae (Prof.) Sammy Njenga (Prof.) Ephantus Kabiru (Prof.) Jefitha Karimurio (Prof.) Edwin Murungi (Prof.) Phoebe Josiah (Dr.) Jimmy Kihara (Dr.) Dunstan Mukoko (Dr.) Pamela Olet (Dr.) Francis Dikir Joyce Onsongo (Dr.) Peter Cherutich (Dr.) Joint Secretaries Sylvia Khamati Sultani Matendechero (Dr.) Function of the Committee I. To support access to interventions, treatment and service delivery- 10th August, 2018 THE KENYA GAZETTE 2811 mass drug administration (Preventive chemotherapy) against Lymphatic Filariasis, Trachoma and other Neglected Tropical Diseases; active case finding and innovative and intensified management of Onchocerciasis, Human African Trypanosoniiasis and other Neglected Tropical Diseases; health and hygiene promotion; integrated vector management for Lymphatic Filariasis, Onchocerciasis, Human African Trypanosomiasis and other Neglected Tropical Diseases; and management of zoonoses including Human African Trypanosomiasis and other neglected zoonotic diseases. 2. To strengthen govemment ownership, conduct advocacy, support co-ordination and partnerships at all levels - policy (National and County) level; implementation (technical and implementing partner) level; and community (consumer) level. 3. To support planning for results, resource mobilization and financial sustainability in efforts towards elimination and certification of elimination of Lymphatic Filariasis, Trachoma, Onchocerciasis, Human African Trypanosomiasis and other Neglected Tropical Diseases 4. To support monitoring and evaluation of elimination and certification of elimination of Lymphatic Filariasis, Trachoma, Onchocerciasis, Human African Trypanosomiasis and other neglected Tropical diseases (including data management, surveillance and research). Deliverables A country free of Lymphatic Filanasis, Trachoma, Onchocerciasis, Human African Trypanosomiasis and other neglected Tropical Diseases. Specifically, this entails the following 6 key deliverables Elimination of Lymphatic Filariasis through breaking its transmission by the year 2020. Elimination of Trachoma through breaking its transmission by the year 2022. Implementation of epidemiological surveys to confirm the absence of transmission of Onchocerciasis in Kenya. Implementation of surveillance activities to confirm absence of Human African Trypanosomiasis in Kenya. Expeditious certification of Kenya as a country free of the Lymphatic Filariasis, Trachoma, Onchocerciasis, Human African Trypanosomiasis and other Neglected Tropical Diseases as soon as interruption of transmission is achieved or absence is confirmed. Performance of any other function supportive of elimination of priority Neglected Tropical Diseases as may be directed by the Cabinet Secretary. Mode of operation In the performance of its mandate, the expert committee shall regulate its own procedure, with concurrence from the Cabinet Secretary. The expert committee may establish standing or ad hoc technical sub committees and appoint persons to provide technical expertise on assignment issues as per clearly stipulated terms of reference and timelines. Reporting I. The committee shall report to the Cabinet Secretary. 2. The committee shall present periodic reports on conferred assignments at the request of the Cabinet Secretary. Duration The term of the committee shall be five (5) years from the date of publication of this notice and shall be subject to appraisal by the Cabinet Secretary Secretariat The secretariat of the expert committee shall be the Neglected Tropical Diseases Program at the Ministry of Health SICILY KARIUKI, Cabinet Secretary for Health.
