The proponent, Kenya National Highway Authority, is proposing to construct the Mombasa Northern Bypass and Bamburi Link roads in Mombasa County. The Project comprises of two sections amounting to 38 km as follows: Mombasa Northern Bypass (27.1 Km) and Bamburi Link Road (11.5 Km). The Mombasa Northern bypass Section targets to connect the Mombasa-Nairobi (Al09) Highway at Miritini to the 16th March, 2018 THE KENYA GAZETTE 811 Mombasa—Malindi (B8) Road at Kwa Kadzengo, Mtwapa. The Bamburi Link Road is targeted to link the new Moinbasa Northern Bypass Road to the Mombasa—Malindi (B8) Road at Bainburi. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Loss of biodiversity • Mapping of genetic resources will be required for re-introduction elsewhere. • All top soil from Kaya sites will be recovered and re-deposited at designated undisturbed sites where the gene bank can be preserved and recovered through natural germination. • A reforestation plan will be implemented to replace over 40,000 trees to be displaced by the road and settlements. • The clearance of the site for construction purposes shall be kept to a minimum. Use of un-vegetated or distuibed areas for the contractor's Camp, stockpiling of materials etc. shall be encouraged. Soil pollution Practice sound road engineering by maintaining good drainage and natural water flows. However, the drainage ditches should only be constructed where necessary. • To minimize potential soil erosion the contractor should consider planting appropriate grass on back slopes, side slopes and other sites prone to erosion. • Develop an erosion control and revegetation plan that stipulates measures to minimize soil loss and reduce sedimentation to protect water quality especially for sections that will interact with water resources. • Design run off control features especially on the roadside drainages channels to minimize soil erosion. • Limit cleared areas to protect footprint to avoid unnecessary exposure of soil to agents of erosion. • Line side- drains with concrete or by stone pitching in erosion prone soil to avoid gully formation. Water resources • Uncontrolled water discharges should not be channeled into water sources. • Camp sites, waste disposal and soil dumping areas should be located at least 20m from the highest water level of any surface water body. • Grey water should be channeled to a soak pit to prevent mixing with run off that would eventually find their way to nearby water sources. • The contractor should ensure that concrete wing walls, gabions, riprap or other suitable control are established at or near bridge structures. • Water permit for the abstraction of water shall be obtained from WARMA to ensure that existing water rights and uses will not be affected by the road project for its diverse water needs. Impacts Proposed Mitigation Measures Solid waste • The contractor should develop a comprehensive waste management plan • Provision for responsible management of any hazardous waste generated during the Construction works. • Adherence to Waste Management Regulations of 2006. Liquid waste and • Water containing such pollutants such as effluent cements, concrete, lime, chemicals and fuels shall be discharged into a conservancy tank for collection to avoid ground water contamination. • The contractor shall also prevent runoff loaded with sediment and other suspended materials from the site/working areas from discharging to adjacent watercourses andlor water bodies. • Wash areas shall be placed and constructed in such a manner so as to ensure that the surrounding areas (including groundwater) are not polluted. Noise and vibration . Exploit quarries that are located in isolated areas away from settlement or human made structures. Employ careful blasting methods and warn nearest residents of your intention to blast one week to schedule blasting. • Carefully select batching plant locations that are at least 200m away from any sensitive institution or settlements. • Hoard the batching plant area at least 5m tall buffer barrier that will limit noise transmission from the site. • Restrict working hours to daytime when ambient noise levels are generally high and avoiding working at night. • Inform potentially affected people or institution located within 200m of a potentially noisy activity at least one week in advance. • Adherence to Noise and Excessive Vibration Pollution (Control) Regulations, 2009.
