PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, CIC Group Insurance Limited, is proposing to construct a mixed use development on plot LR. No 28800/6 in Kamiti Anmer Sub-location, Kamiti Location of Kiambu County. The proposed development is next to Tatu City and the total project area measures approximately 200 acres. It shall provide various components namely: Residential units, commercial units, educational units, recreational and other complementary facilities. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Loss of biodiversity • Clearance of vegetation should be done in necessary areas only. • After project completion, proponent should carry out environmental rehabilitation where harm cannot be avoided by use. • Retain vegetation screens to reduce the visual effect of construction activities where possible. Soil degradation • Landscape all disturbed areas after construction phase. • Stock piles to be covered with tarpaulins and slope stability to be checked. Air pollution • Spray water on exposed areas twice daily during dry weather to suppress dust. • Cover loads of friable materials during transportation and avoid pouring dust materials from elevated areas to ground. • Provide dust screens where necessary. • Control speed of construction vehicles and switch off machines when not in use. • Regularly service and maintain vehicles, mobile plants and machinery. • Provide PPE such as nose masks to the workers in dust generation areas. • All raw materials must be sourced as close as possible to the construction site thus reducing the emissions from vehicular traffic. • Strict Adherence to Air Quality Regulations, 2014. Noise and vibrations • Provision of barriers such as walls around the site boundaries to provide some buffer against noise. • Installation of portable barriers to shield compressors and other small stationary equipment where necessary. • Silenced machinery and instruments should be employed where possible. • Provide and enforce use of PPE among workers e.g. ear muffs. • Proper servicing of machinery and equipment (oiling, greasing etc.). • Monitor noise levels as per NEMA guidelines. Increased solid waste • Segregation of waste at source through provision of separate bins. • Provision of a waste transfer station within the development. • Contract a duly licensed waste handler to transport waste. • Limit quantity by developing appropriate budgets for purchase of raw materials to reduce wastage through exposure to weather elements. • Strict Adherence to Waste Management Regulations, 2006. Increased water demands • Installation of flush toilets with low volume cisterns and high pressure. • Efficient waste water recycling and rain water harvesting. Wetland degradation • Only permitted activities shall be undertaken within the riparian reserve as per Water Quality Regulations, 2006. • To the extent possible, limit any modifications to natural streams preserve and maintain the wetland, natural streams and drainage ways within the developed areas by designating them as part of the open space system. • Maintain a riparian buffer zone along the wetland as per WRMA recommendations. Traffic management • Planned deliveries to make sure they do not coincide with heavy traffic. • Provision of separate traffic routes for pedestrians , bikes and vehicles during operation phase. • Proponent to engage KURA in developing access roads for the proposed project. • Security checks to be conducted inside the development not at the entrance to reduce traffic. • Provision of designated entry and exit points. Occupational safety and health • Adequate sanitary facilities should be provided and standard cleanliness maintained. • Personnel to wear complete PPE • Only qualified personnel to operate the machinery. • Designate a health and safety officer to be in-charge of enforcing site compliance with OSHA rules and regulations. THE KENYA GAZETTE 9th February, 2018 344 344 • Provision of an adequately stocked first aid kit and at least one trained first aider on site. • Display the contact numbers of the persons responsible for handling emergencies on the site. • Contractor should have workmen‘s compensation cover which should comply with Workmen‘s Compensation Act. • Provision of fire-fighting equipment. • Comply with provisions of OSHA, 2007.
