APPOINTMENT


IN EXERCISE of the powers conferred by section 5 (3) of the State Corporations Act, the Cabinet Secretary for Industry, Trade and Co-operatives appoints— KAREN KANDIE (MRS.) to be the Managing Director of 1DB Capital Limited, for a period of three (3) years, with effect from the 8th April, 2017. IT IS notified for the general information of the public that the Cabinet Secretary for Tourism has appointed the Ushanga Kenya Steering Committee and Secretariat to spearhead the implementation of Ushanga Kenya Initiative. The Ushanga Kenya initiative is a National Government flagship project that seeks to empower the pastoral women involved in beadwork (Ushanga) by transforming their art for significant economic benefit. This will be done through mobilization of the women into organized groups, provision of infrastructure and facilitating access to mass and nice markets at local, national, regional and international platforms. 1. The Ushanga Kenya Steering Committee shall be the apex governance body for the implementation of the Initiative. 2. The Committee shall comprise of the following: Hellen Nkaissery (Mrs.)—Chairperson The Principal Secretary, Tourism The Principal Secretary, Culture The Principal Secretary, Cooperatives The Principal Secretary, Gender affairs The Principal Administrative Secretary, Office of the Deputy President Two County Secretaries nominated by the Council of Governors from the Target Counties; The Chief Executive Officer of the Council of Governors The Coordinator - Secretary 3. Terms of Reference of the Committee are to— provide policy guidance and oversight to the Ushanga Kenya initiative; coordinate actions required by the government at both levels to resolve matters brought to the steering committee for review and give final endorsement to the Ushanga Kenya initiative annual work plans; review and approve final budgets; approve annual and any other progress reports; approve all Ushanga initiative expenditures in line with the work plans; (/) commission the preparation of all major reports including annual progress reports, audit reports, mid-term and end term evaluation reports or other researches to be that may inform the better execution of its mandate perform any other duties that are necessary or expedient for execution of its terms of reference and; undertake such other tasks that may be assigned by the Cabinet Secretary responsible for tourism. 4. For the purposes of performing its functions, the Steering Committee- Shall regulate its own procedures; shall hold quarterly or special meetings as convened by the Chairperson at such places as the Steering Committee shall consider desirable; and may co-opt members or appoint nominees with necessary expertise as it considers necessary. 5. There shall be an Ushanga Kenya Secretariat responsible for the day to day running of the Ushanga Kenya Initiative and that shall comprise of— a co-ordinator who shall be the head of the Secretariat; and such other persons as may be deemed necessary by the Steering Committee for the performance of the functions of the Secretariat. 6. The terms of reference of the Ushanga Kenya Secretariat are to— undertake a mapping and profiling of the status of the bead industry in Kenya and more specifically, in the Target Counties of Baringo, Kajiado, Marsabit, Narok, Samburu, Turkana and West Pokot; promote entrepreneurship and commercialization in the bead industry through the training and capacity building of women from the pastoral communities in the Target Counties; pi r 14th July, 2017 r strengthen the bargaining power of women from the pastoral communities in the targeted Counties through the promotion of product quality, value addition and,marketing; raise awareness on the cultural and economic value of the bead especially in critical supporting sectors such as hospitality, industry, industrialization, labour and technical education; support and promote the marketing and visibility of bead products through the exploration of markets and other visibility opportunities; (0 collaborate with all relevant stakeholders and promote their active participation in the Ushanga Initiative; (g) report on a quarterly basis and seek overall vision and policy guidance from the Steering Committee; and (6) perform any other tasks and initiatives as requested by the Steering Committee. The Ushanga Initiative shall be financed through funds: - (a) appropriated for it within he Ministry of Tourism and target counties; and (b) received as grants, gifts or donations from well-wishers, sponsors and other development pattners. The term of office of the Committee and Secretariat shall be a period of three years from the day of appointment and may thereafter be renewed annually if need be. The Secretariat of the Committee shall be based at the Ministry of Tourism Headquarters.
