PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Ja Recycling Limited, is proposing to install a plastic and tyre pyrolysis plant in an open shade adjacent to Kang’oki dumpsite in Thika. The project design and technology is a world class, eco-friendly and cost-effective waste pyrolysis plant. The waste pyrolysis equipment has been designed to have a lower cost and higher fuel oil output. The machine combines continuous and batch type pyrolysis plant. The continuous pyrolysis machine is to feed the raw materials, such as tyre and plastic, on one side and discharge the carbon black continuously from the other side. However, the batch 15th September, 2017 THE KENYA GAZETTE type is to feed the machine with a batch of raw material and take the process and start the next process after cooling down the machine and discharging the carbon black. The proposed plant is based on the green technology (pyrolysis) to achieving the environmentally friendly process, which is the excellent waste tyre management solution for tyre recycling. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Vegetation cover • Introduction of vegetation (trees, shrubs and grass) on open spaces within and around the site. Indigenous species would be preferred. Waste management • Disposal of waste shall be done in accordance to waste regulations. • Contractor to undertake safe waste disposal. • Verify legality of waste disposal destination. • Adherence to Waste Management Regulations of 2006. Air quality • Dry materials shall be kept dump or covered at all time. • Install gadgets to intercept the particulate matter as well as controlling gaseous emissions. • Strict adherence to Air quality Regulations, 2014. Environmental pollution • Ensure contractor undertaking on environmental considerations. • Monitor trends on health and safety of construction workers and neighborhood. • Contractor to maintain material balance records at all times. • Equipment specifications to conform with environmental standards. • Integrate environmental components in the site design (waste management, emission controls, etc.). • Apply to the extent possible provisions of the waste management regulations, Thika Municipal Council by-laws, Public Health Standards, etc. • Enhance in-house awareness and sensitization on environmental protection initiatives. Noise levels • Initiate a noise mapping programme and keep monitoring. • Undertake a annual hearing survey of all the workers. • Train, provide ear muffs/corks and enforce application. • Adherence to Noise And Excessive Vibration Pollution (Control) Regulations, 2009. Social aspects • Draw of-site contracts to enhance socially acceptable procedures. • Involve more independent interested parties (waste collectors) in establishing options for waste recycling. Occupational health and safety • Constitute health and safety committee, • Maintain safety reticulation (e.g. fire detection and fighting equipment). • Train on HS issues and provide PPEs and enforce applications. • Install all machines and equipment with protective guard rails at the moving parts. • Comply with the provisions of OSHA 2007.
