PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Kenya Ports Authority is proposing to relocate the Kipevu Oil Terminal (KOT) at Mombasa Port in Mombasa County. The project will involve construction of an offshore jetty near Dongo Kundu. The proposed offloading facility will have both subsea and land based pipelines connecting it to the storage facilities in Kipevu.The project will comprise of the island terminal with four berths, located slightly inlands capable of importation and exportation of five different hydrocarbon products; crude oil, heavy fuel oil and three types of white oil products (DPK — aviation fuel, AGO — diesel and PMS — petrol); Top side (initial implementation of topside will be for three berths but layout will recognize the need for implementation of the fourth berths at a later date); subsea pipeline (the subsea pipeline corridor and associated number of pipelines will have an element of pre-investment to accommodate all four berths); On-shore pipeline to a designated tie-in location; SCADA and control system. The subsea pipeline is 1.15 km long while the on shore pipeline is 1.05 km long. Soil erosion • Soil excavation to prepare land for pipelines should be used for backfilling and excess disposed away from site. •Soils shall not be left exposed to wind/water. •Riverine vegetation shall be minimally disturbed during the construction to reduce soil erosion and enhance riverbank protection by re-vegetation on steep areas. Air pollution • Control speed of construction vehicles and prohibit idling. •Water shall be sprayed during the construction phase on excavated areas to reduce dust emission. •Regular maintenance of vehicle and equipment. •Use of dust masks while working- in dusty/smoky areas. •Use serviceable vehicles/machines to avoid excess smoke. Carry out air monitoring through Air Sampling and Analysis forPM10, NOx, SOx and Hydrocarbon once a week for 30 months during construction period. Noise pollution • Noise reduction/ hearing protection devices when working with noisy equipment. •Use serviceable equipment with low noise emission. •Instruct truck/machine operators to avoid raving of engines. •Carry out noise measurements once a week for 30 months during construction. Generation of solid waste • Provide solid waste collection facility (disposal container) for the temporary storage of waste prior to disposal at an appropriate and designated location. •The storage yards should be provided with solid waste disposal facilities such as waste bins/chutes. •KPA EHS Office to sensitize contractor staff on waste management. •Contractor to appoint an officer to be in- charge of waste management at the site during construction. •Liaise with local authority on suitable dumping site for waste. •Excavation activities to be done preferably during the dry season to avoid soil erosion and siltation of steams. •Use of the soil to backfill. Risk of fire • Monitor the handling of flammable products. •Observance of safety requirements on use of naked flame. Site area soil (land slide) • No waste is disposed of at the project and water pollution area. •Contaminents are provided for use during construction. •Carry out weekly monitoring by implementing soil and water analysis for TSS, TPH, PAH and BTEX. Injury to workers • Appropriate head, hand and foot protection (PPE) during the manual clearing of vegetation and construction. •Hard hats, safety boots, protective goggles, rigor gloves, •Nose masks, working overalls and first aid kit. •Adopting ergonomic work flow designs that fit physical tasks to employees while maintaining a balance with productivity. •Provision of first aid kits at construction site. •Induction of construction staff on administration of first aid. •Sensitization of construction staff on appropriate use of PPE.
