INQUIRY ORDER
WHEREAS I have on my own accord, decided that an inquiry be held into the —
(a)by-laws;
(b)working and financial conditions; and
(c)the conduct of the management committee, and past or present members or officers;
of Kikima Farmers Co-operative Society Limited (CS/62.0) and in accordance with section 58 as read together with section 73 of the Co- operative Societies Act
Now therefore, I authorize (1) Nicholas Ulalo Abade, Assistant
Director of Co-operative Audit, Headquarters, (2) Fredrick E. Kaduka, Senior Co-operative Officer, Headquarters, to hold an inquiry within sixteen (16) days at such place and time as may expedient amd duly notified by them.
The attention of all officers and members of the society is directed to the following sections of the Co-operative Societies Act
Section 60 (1)—Cost of inquiry.
Section 60 (2)—Recovery of costs of expenses.
Section 94—Offences.
Section 73 (1)— Surcharges.

4.1.1 The Roles of the Committee.
•To implement county policy guidelines on the administration of the Persons with Disability Fund.
•Receive reports, minutes and recommendations from the sub-county committees.
•Approve, disapprove or amend the amounts/ assistance awarded by the sub county committees.
•Form ad hoc committees, if need be, at the ward level and consult from time to time on pertinent issues.
•Maintain a database of all beneficiaries.
4.2 SUB-COUNTY PERSONS WITH DISABILITY FUND
APPRAISAL COMMITTEE
The County Government of Uasin Gishu shall establish 'Sub
County Persons with Disability Fund Appraisal Committee'. The committee shall consist of the following members.
•Sub County Administrator — Chairperson.
•Social Worker in charge of the Sub County — Secretary.
•Representative of Association of Physically Disabled of
Kenya(APDK).
•Ward Administrators from the Sub-County.
•Health Officer responsible for rehabilitation at the Sub-
County Hospital
•Sub-county representative of persons with disability.
4.2.1. The Roles of the Committee
•Receive, verify and evaluate all applications.
•Allocate amounts and/ or assistance to identified beneficiaries.
•Maintain a database of all applicants and beneficiaries.
•Forward to the County Persons with Disability Fund
Committee the minutes of meetings and records of beneficiaries.
•Forward to the County Committee requests for the formation of ad hoc committees at the ward level, where need arises.
5. ELIGIBILITY FOR FUNDING
Persons with disability who meet the following conditions shall be eligible for funding:
•Proof of residence in Uasin Gishu County
•Registration with the National Council for Persons with
Disability
•Registration as a group or enterprise, in the case of funding for groups and businesses.
6.MONITORING AND EVALUATION
The County Executive Committee Member (CECM) in charge of social services shall constitute a committee for monitoring and evaluation to track the status and assess the impact of the fund and submit reports to the County Persons with Disability Committee on quarterly basis.
7.POLICY REVIEW
This policy shall be reviewed regularly in response to the needs of the residents of Uasin Gishu County.
