PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Living Room International, is proposing to construct a residential/commercial development (Osten terrace gardens) on Title Number Mavoko Town Block 3/52732, along Kangundo Road, Joska area, Mavoko Sub-county, in Machakos County. The proposed development will comprise of 32 residential apartment blocks and one commercial block with common features. All the three residential blocks will comprise of ground floor plus two storeys meaning Block A will have six Units per floor, Block B two units per floor while Block C will be a massionatte type of development where each of the six units will occupy ground, first and second floor. The commercial block on the other hand will be a one storey building with a total of seventeen units/stalls and a total plinth area of 2640sqm. The total plinth area for the entire project will therefore add to 19470 sqm. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed mitigation measures Ecosystem disturbance • Ensure proper demarcation and delineation of the project area to be affected by construction works. • Specify locations for trucks and equipment, and areas of the site which should be kept free of traffic, equipment, and storage. • Designate access routes and parking within the site. Use at least 5%-10% recycled refurbished or salvaged materials to reduce the use of raw materials and divert materials from landfills. Run off and soil erosion • Create storm water management practices, such as piping systems or retention ponds or tanks, which can be carried over after the building is complete. Apply soil erosion control measures such as levelling of the project site to reduce run-off velocity and increase infiltration of storm water into the soil. Solid waste • Ensure that construction materials left over at the end of construction will be used in other projects rather than being disposed of. • Use of durable, long lasting materials that will not need to be replaced as often, thereby reducing the amount of construction waste generated overtime. • Adherence to Waste Management Regulations of 2006 Effluent emission • Provide means for handling sewage generated by construction workers. • Conduct regular checks for sewage pipe blockages or damages since such vices can lead to release of the effluent into the land and water bodies. • Monitor effluent quality regularly to ensure that the stipulated discharge rules and standards are not violated. • Conduct regular checks for pipe blockages or damages since such vices can lead to release of the effluent into the land and water bodies. Air pollution • Ensure strict enforcement of an On-Site speed limit regulations. • Avoid excavation works in extremely dry weather. • Sprinkle water on graded access routes each day to reduce dust generation by construction vehicles. • Plant and grow fast growing tree species around the proposed project site to act as wind breakers to minimize the spread of dust during windy days. • Adherence to Air Quality Regulations, 2014. Noise pollution • Sensitize construction vehicle drivers and machinery operators to switch off engines of vehicles or machinery not being used. • Sensitize construction drivers to avoid gunning of vehicle engines or hooting especially when passing through sensitive areas such as churches, residential areas and hospitals. • Ensure that construction machinery are kept in good condition to reduce noise generation. • Adherence to Noise And Excessive Vibration Pollution (Control) Regulations. 2009. Water resources • Promptly detect and repair of water pipe and tank leaks. • Sensitize staff to conserve water by avoiding water wastage. • Install water conserving taps that turn- off automatically when water is not being used. • Adherence to Water Quality Regulations, 2006. Occupational health and • Design suitable documented emergency safety preparedness and evacuation procedures to be used during any emergency. Ensure that adequate provisions are in place to immediately stop any operations where there is imminent and serious danger to health and safety and to evacuate workers. • Comply with the provisions of OSHA 2007.
