Executive Summary
This repot is prepared in accordance with the prcvisions of
Section 59, Sub-Section I (d) and (fl of the County Gover:"-r:ents /r,cl, 2012 which requires the Counry Public Service Board to prcparc regular reports for submission to the County Assembly on the execution ofthe functions ofthe Board and Evaluate and Repon to the
County Assembly on the extent to which the values and principles referred to in Articlcs lO aad 232 arc complied with in the County
Public Service.
This is the fourth Report since the establishment of the Busia
County Public Servicc board. It outlines the activities and pertbrmance of the Board on iLs urandate during tlreyear20l6.
The Board is established under Section 57 of the County
Govemment s Acl 2012. Its functions are spclt out in Section 59
Sub-sections I (a) to (il, 2, 3,4 (c) to (i), 5 ta) to (fl and'6. It entails the following functions both Executjve and Advisory:
(a) establish and abolish offices in the county public service;
(b) appoint pers-ons to hold or act in offices of the county public service including in the Boards ofcities and urban areas within the county and to confirm appoinhrcnts;
(c/ exercise disciplinary control over, and rcmove, persons holding or aetlng in those offices as provided for under this Part;
(d) Prcpare r,:gular reports for submission to the county assembl.. on the execution o-f the functions of the Board;
(e) promote in rhe counry* public service the values and principles refered to in Artlcles l0 a.ud 232;

During the financial year 7Jl6D0l7, the Board rcquested for
KSh. 168,000,000 to finance its operations, activities and programmes.
However, it was allocated a total of KSh. 60,437,732, consisting of
Personnel Emoluments amounting to KSh. 19,918,609 and Operations and MainEnance KSh. 40,5 19,123.
During the year under review, the Board recruited l4l Officers to the Service in various depdrtsnents. The appointnents were meant to facilitate delivery of quality Service to the public in Busia and to
Kenyans in general.
. In the discharge of its mandatc, the Board faced a number of challenges, key among them being- inadequate funding for programmes;
inadequate offrce accommodation for the Board and staff;
strained labour relations with healttr sector unions;
(d) 'inability to atract good quality pemonncl to work in specialized functions within the County Governmcnt duc to wrongly pereived political interferenee;
(e) inability to attract applicants with disabilities and from other ethnic corrununities for advertiscd jobs in the County in order to fulfill thc legal provisions of ethnic diversity in recruitment;

Industrial Relations
2'6T\e Board has played its key role inenhanc.ing good labor relations in the public service of Busia. In many insrances, the Board has cngaged the Trade-Unions on specific issues. The Board has also continued to offer advisory to the Govemment on labour relations issues and labour disputes' In some other cases, the Board was expect€d to

3.2. In the discharge of its mandate the Board continues to expcrience and/or has experienced a number of challenges and kcy emong them are-
(a,) inadequatc funding adversely affected implementation of planned HR development prcgrammcs and activities. The Board had budgeted for Kshs 168 million to fund i6 operations and various humen rcsource development progmmmcs but rEcaived only Kshs fiA37
'732 forcing it to scale down ard pospone many important Human Rcsource programmes which ultimately curtail service delivery to the public. The Board is forced to rely on individual Dcpartnents to fund some of its activities while thc Departrncns have not budgetcd for the samc. Thc Board urges the County Exccutive and County Assembly to illocate morc ftrnding to the Board to facilitate-HR devJlopment and performance management;
(D) inadequate ofFrce accommodation for thc Board and staff in the public servicc leading to unfavorable working conditions such as congestion, ovcrstretchcd sanitation facilities and high cost of renting additional ofFrce space ; \.
(c) inadequate slorage facilities for Board records, completcd declaration of incornc, assets and liabilities forms and staff filcs. All intervicw records, appLications, CVs and score shects, e.t.c arc to be storcd for a period as hgally prescribcd, at ttre initial and after cvcry two years and find dcclarations of incomc, assets and liabilities are madc by all public offrcers.
