CHAPTER THREE: ACHIEVEMENTS AND CIIALLENGES Key achievernen.r 3.l.The following arc the key achicvements of the Board for the YearendingDecember2Ol6: (a) fonnulation and impbmentation of- (i) casual StaffEngagementHandbook; (ii) disciplincmanual; (iii) codc of conduct and ethics for officers in the County public Service and; (iv) recruitment policy; (b) attainrrcnt of industrial harmony-thc Board has participated in bringing industrial harmony, by engaging Unions' rcpresentativeq, and in giving advisory to,the Government on matters that could bring labor dispuEs. In the discharge of its mandate the Board continues to expcrience and/or has experienced a number of challenges and kcy emong them are- (a,) inadequatc funding adversely affected implementation of planned HR development prcgrammcs and activities. The Board had budgeted for Kshs 168 million to fund i6 operations and various humen rcsource development progmmmcs but rEcaived only Kshs fiA37 '732 forcing it to scale down ard pospone many important Human Rcsource programmes which ultimately curtail service delivery to the public. The Board is forced to rely on individual Dcpartnents to fund some of its activities while thc Departrncns have not budgetcd for the samc. Thc Board urges the County Exccutive and County Assembly to illocate morc ftrnding to the Board to facilitate-HR devJlopment and performance management; (D) inadequate ofFrce accommodation for thc Board and staff in the public servicc leading to unfavorable working conditions such as congestion, ovcrstretchcd sanitation facilities and high cost of renting additional ofFrce space ; \. (c) inadequate slorage facilities for Board records, completcd declaration of incornc, assets and liabilities forms and staff filcs. The way forward is for digitization of some of the records and archiving elecionicaliy, bui this requires funding; '(d) accessibility of the offices for Pcrsons Living with Disability is a challenge, as the Board offrces arc locaed on the sccond floor of pon Victoria Plaza, and there is no provision for accessibility by People Living With Disability; (e) industrial Conflict. During the year under rcview, there was a strained labour relation betwecn county govemrn€nt and health seclor unions conceming promotion of nurses and implementation of Doctors CBA of 2013; (fl the secondmcnt of staff from the County Assembly to the County Executivc was stopped by a casc frled in court bcforc completion of the exercisc; (g) lack of a Negotiating Franrework. Lack of a clcar negotiating framework for addrcssing industrial disputcs betwccn County Government and employees has lcd to delays in resolving disputes between the Parties and subsequcnt signing of Collcctive Bargaining Agreement. Thc Board cxP€cts that the current discussions at Council of Governors level will soon find a solution to ftis matt€r -as ttrJ isiuc is cross-cuting in all counties; (/t) shortage of requisite numbers of professional staff expcrienced in managcmcnt of Govemmcnt at senior executive levels and technical staff such as cngineers, archirccs, surveyors, advocates, doctorsetccontinrrctobeachallenge; '(i) pcrfomrance Managenrnt in the servicc is yet to be fully cmbraced. The Board Secretariat has nine officen, who are dcployed at the Board from various Dcpartrncnts. Therc is need to absorb the staff on a full time basis for stability in operations; Way Forward 3'3. The Board is mandated to manage the human resource in the County Public Scrvice and ensure that thc scrvicc is cfficicnt and cffcctive. In order to achieve this, the Board will cndeavor to transform the Public Service to bc professional, ethical, efficient and cffective in service delivery.
