TASKFORCE FOR THE RATIONALIZATION OF THE CURRENT
POSTALNETWORKIN KENYA TO ALIGN IT WTIH CURRENT
MARKET TRENDS AND EMERGING COMPETMION

IT IS notified for the general information of the public that the
Cabinet Secretary for Information, Communication and Technology has appointed a taskforce for the rationalization of the current Postel
Network in Kenya to align it with changing market trends and emerging competition with focus on national mail and parcel services within the ambit of the Postal Colporation of Kenya Act (Cap 41 1) laws of Kenya.
This will include effective and efficient usc as well as the upgrading of Postal services infrastructure and technology by incorporating the best available global practices through the introduction of new services and participation of multiple playcrs.
The taskforce shall comprise of the following members-

2. The Cabirrct Sccretary, Ministry of Information, Communication and Technology may appoint a Sccrctariat to offer support services to the taskforcc.
3. The tcrms of refcrcnce of thc taskforcc are
-
(a) rcvamp the Postal Corporation of Kenya to enable it provide efficicnt postal nctworks and points of presence both at
National and County Govcrnment levels to Ministries, County
Govemments and private sector players and all Kenyans at large for delivery of various citizen focused services, schemes and products;
(b) supplcmcnt the role of post offices in financial inclusion, including insurancc products;
(c) idcntify the means to enhance the infrastructure requesS of the postal nctwork for efficient and cffective scrvice delivery;
, (d) strengthen the role of Postal Corporation of Kenya in the provision of e-commcrce services;
(e) make tle postal network cconomically viable;
f) promote the implcmcntation of postal strategies as detailed by the Univcrsal Postal Union;
(g) recommend thc ncccssary reviews of Policics and Strategies aimed at repositioning the postal sector in thc country as a major actor in thc supply chain;
(n) idcntify thc appropriatc technological advancement that can strengthen the postal sector including aulomation;
(i) rccommend and advise on the best practice mechanism of devclopmcnt of National Addressing Systcm and Posrcode
Infrastructurc in the country;
(j) dcvelop an appropriate means for enabling thc country to acquire and use modcrn mail quality measurement solution for the postal sector;
4. In thc performancc of its frrnctions, the taskforce-
(a/ shall hold such numbcr of meetings in such places and at such times as the taskforcc shall, in consultation with the Cabinet
Secretary, consider nccessary for the pmper discharge of its functions;
(D) shall review official reports, policy, legislation or any document rclated to the tcrms of reference;
, (c) shall hold consultative mectings with sector stakeholders and the members of public;
(d) may carry out or cause to be carried out such studies or researches as may inform the t?.kforce on its mandate; and
(e) may co-opt such other persons, who possess the appropriate competen0ies as are necessary for the performalrce of the terms of refercnce.
5. The taskforce shall regulatc its own proccdurcs.
6. The taskforce shall prcpare and submit to the Cabinct Secretary, its work plan and progrcss report within th€ firct weck and third weik of its appointment respectively, and iS final report within tfifee (3).
months from the date of its appointment.
7. The Secretariat of the taskforce shall be based at the Ministry
Headquarters, l0th Floor, Boardroom, Teleposta Towers, Kenyatta
Avenue, Nairobi.
