PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Stuay Report for the above proposed project. The Proponent, Ministry of Agriculture, Livestock, Fisheries and Cooperative Development in KisiiCounty Governmentis proposing to construct a sugar factory that will have a milling plant, spirit distillery for local and international market as well generation of electricity for both the factory use and sale to the national grid. The following are the anticipated impacts and proposed mitigation measures: Impact Proposed Mitigation measure Objective • To minimize solid waste, generation ensuring efficient solid waste management Increased solid waste • Use of an integrated solid waste generation management system i.e. through a hierarchy of options like: Source reduction, Recycling, Reuse, and Land filing. • Use of durable, long-lasting materials to reduce, the amount of construction waste generated Overtime. • Use construction materials containing recycled content where possible and in - accordance with accepted standards. • Reuse packaging material such as cartons, cement bags, empty metal and plastic containers. • Dispose waste more responsibly by dumping at designated dumping sites or landfills only. • Waste collection bins to be provided at designated points on site. • Provide facilities for proper handling and storage of construction materials. Exhaust emission • Vehicle idling time shall be minimized • Sensitize truck drivers to avoid unnecessary racing of vehicle engines at loading/offloading points and parking areas. •. Objective • To minimize of energy consumption Increase energy • Monitor energy use during construction consumption and set targets for reduction of energy use. • Ensure electrical equipment and appliances are switched off when not being used. • Ensure planning of transportation of materials to ensure that fossil fuels (diesel, petrol) are not consumed in excessive amounts. • Install energy saving fluorescent tubes and bulbs at all lighting points instead of bulbs which consume higher electric energy. Objective • To minimize water consumption and ensure efficient water use Increase water demand • Ensure that water is sourced from a sustainable source and from licensed water vendors. • Recycling waste water and using if for other purposes. • Harvesting rain water during rainy seasons.
