PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The Proponent (Goldnest Trading Co. Ltd.) is proposing to construct a fuel service station on Plot L.R. No. Mgumopatsa/Mazeras/46/Kilifi County consisting of 4 fuel dispensing pumps, 3 underground tanks, carwash, lube store, tyrecentre, service bay, generator and compressor rooms and washrooms. The following are the anticipated impacts and proposed mitigation measures: Environmental Impacts Proposed Mitigation Measures Excavated soils  Control construction activities especially during rainy/wet conditions.  Landscaping.  Compact loose soil.  Dispose excavated loose soils properly. Compromising safety and health of workers, neighbors, pedestrians and visitors  Fence off the site.  Display warning signs of construction work.  Construct scaffolds as per the standards with safe means of access to prevent falls and should be placed strategically.  Issue workers with safety appliances.  Remove and cart away earthworks as soon as it’s generated.  Maintain a regular inspection schedule with the Municipal Council engineers.  Wet all dust generating activities.  Comply with OSHA 2007. Traffic and transport  Construct acceleration and deceleration lanes.  Deliver materials on need basis.  Ensure workers observe road safety.  Persons on ground should guide traffic movements.  Provide first aid facilities.  Drainage should be repaired and maintained. Increased human activities and increased solid waste generation  Hire a critical numbers of workers.  Place litterbins at the site.  Source materials on need basis.  Ensure that there are elaborate programs of waste removal frequently.  Avail first aid facilities.  Waste generated should be contained appropriately.  Encourage segregation of waste. Air quality  Wet or cover dust generating activities.  Provide PPE to the workers.  Switch off idle vehicle engines and machinery.  Dispose solid waste generated in accordance with best practices.  Encourage visitors to switch off vehicle engines when not in use.  Avoid burning waste openly. Noise and vibration levels  Noise assessment should be done.  Use of PPE.  Mark areas where hazardous noise is suspected.  Work with machinery should be limited to day time only.  Ensure that construction equipment is well maintained. Damage to underground utility facilities  Consult relevant agencies on presence of underground utilities.  Liaise with Municipal Council for drainage maintenance. 28th June, 2013 THE KENYA GAZETTE  Protect any underground water pipes/ replace exposed PVC pipes with GI pipes. Impacts on surface water geology  Use serviceable machinery and equipment.  Service machinery and vehicles at designated areas.  Avoid use of machinery and instead employ manual labor where possible. Solid waste and unused building materials  Ensure all the waste, damaged and unused building materials are removed safely from the site and sold out, reused or disposed properly.  Landscape the site and road reserve especially drainage system. Waste generated during operation and maintenance of the facility  Ensure general cleaning of the compound and disposal of solid wastes.  Use oil receptors for containing waste oil.  Provide litterbins for trash and solid wastes.  Encourage segregation of waste and regular disposal of solid wastes.  Waste water should be directed to septic tanks.  Liaise with waste handlers especially tyres recyclers to collect worn out tyres for disposal or retread.  Service vehicles at the service bay to minimize oil spills.  Recover waste and split oil into oil receptors. Safety while working with hazardous Materials/ Condition  Train workers on emergency procedures.  Provide suitable PPE.  Store hazardous materials appropriately.  Insure the property and workers. Electricity supply and use  Service regularly all fittings and equipment by qualified electrical contractor.  Provide adequate means of fighting electrical fire by means of CO or ABC fire extinguishing agents.  All power panels should be suitably restricted by location or other suitable means. Emergency preparedness  Provide suitable fire extinguishers and place them strategically.  Warning signs should be in place.  Instruct workers fire safety.  Store flammable substances safely.  Sources of fire should be restricted to all.  Smoking, ignition sources and open fires should be prohibited from site. Accumulation of storm water  Harvest and store roof water catchment.  Directing storm water to the drainage channel through paved open channel. Water supply  Building should have back up water supply.  Settle water bills promptly.  Emergency water tank should be constructed and completely enclosed.
