PURSUANT to Article 129, as read together with Article 138 of the Constitution of Kenya, 2010, it is notified for the information of the general public that Andrew Okiya Omtatah Okoiti, the Senator of the Republic of Kenya elected by the great people of Busia County, has established a Presidential Exploratory Committee (the “Committee”). The Committee’s primary objective is to gather, analyze, evaluate, and act on information on the viability of the Senator’s presidential bid for the August, 2027 General Election. Hanifa Adan Public Relations/Media Consultant To manage relations with the public and coordinate with the media Jude Ogulla Analytics lead To conduct opinion polls, surveys, and data analysis on political viability and public sentiment. Terms of Reference (ToR) (a) Political Viability Assessment: (i) To conduct public opinion polls and surveys to assess the aspirant’s popularity, name recognition, and electability; (ii) Evaluate the current political landscape, including the strengths and weaknesses of potential opponents; and, (iii) Analyse national, regional, and demographical political trends. (iv) Assess public sentiment on key issues. (b) Stakeholder Engagement: (i) Engage with key political stakeholders, including political party leaders, grassroots organizations, corporate bodies, civil society and influential groups; (ii) Organise meetings with potential allies, endorsers, and influencers to gauge support for the aspirant’s bid; and, (iii) Facilitate discussions with political analysts, think tanks, and advisors for strategic input. (c) Strategic Planning: (i) Develop an initial campaign strategy; (ii) Draft a high-level campaign roadmap outlining potential alliances, timelines, and resources required; and, (iii) Identify and recruit potential members of the campaign team, including advisors, strategists, and key operational staff. (d) Legal Compliance Oversight: (i) Ensure adherence to the electoral laws and regulations of Kenya, including the Political Parties Act and the Elections Act; (ii) Monitor compliance with campaign finance laws and ensure timely reporting, where necessary, to the Independent Electoral and Boundaries Commission (IEBC); and, (iii) Provide legal advice to protect the aspirant from electoral legal risks. (e) Media and Public Relations: (i) Conduct a media presence analysis, reviewing the aspirant’s visibility and reputation across digital and traditional media; (ii) Test messaging by developing and disseminating preliminary public statements, speeches, and social media campaigns; and, (iii) Liaise with the media and manage public inquiries, focusing on building true narratives around and about the aspirant. (f) Fundraising and Resource Mobilisation: (i) Assess the aspirant’s ability to raise campaign funds; (ii) Develop and implement an initial fundraising strategy, including outreach to potential donors; and, (iii) Track and report all funds raised, ensuring compliance with Kenyan electoral finance regulations In the performance of its functions, the Committee shall: – (a) Be properly constituted to transact its business with six(6) members present to form the quorum; (b) Hold regular meetings at such places and such times as the Committee shall consider necessary for the proper discharge of its mandate; (c) Request for documentation and any other material or information required in the discharge of its mandate; (d) As it considers appropriate, carry out or cause to be carried out such studies or research as may inform the Committee; (e) Submit reports to the aspirant upon request; and, (f) Subject to the foregoing, the committee shall have the operational independence necessary for carrying out its function, and for the proper execution of its mandate, including the power to regulate its own procedures without being the subject of control by any other person, body and/or authority. (g) Have the power to co-opt professional expertise for specialised aspects under its terms of reference; (h) Submit to the aspirant a report with appropriate recommendations at the end of its term. Duration and Termination of the Committee The Committee shall remain in office for a period not exceeding eighteen (18) months from the date of the publication. The Committee shall be dissolved immediately the aspirant formally announces his candidacy or decision not to run. All activities, assets, and records will be transferred to the appropriate campaign or political entities as directed by the aspirant. The appointments take effect from the date of this notice.
