APPOINTMENT
WHEREAS this Administration’s Transformative Plan envisages the promotion of Kenya as Home of Human Origins as evidenced by our rich paleontological and archaeological remains.

WHEREAS the development of Lake Turkana Basin tourism facilities aligns with the Plan’s commitment of diversifying Kenya’s tourism products by creating new niche products for the envisioned increase in international tourists’ arrivals courtesy of the visa-free entry to Kenya.
NOW therefore, to actualize this Administration’s commitment to the diversification of Kenya’s tourism products, it is notified for the general information of the public, that His Excellency Hon. William
Samoei Ruto, PhD., President of the Republic of Kenya and
Commander-in-Chief of the Defence Forces, has appointed a
Presidential Taskforce on the Development of Kenya Home of Human
Origins Museum and Science Park in the Lake Turkana Basin.
The Taskforce shall comprise of the following:

Members:
Fredrick Manthi (Dr.), Emmanuel Ndiema (Dr.), Samson Malaki, Vincent Bwire, Muriuki Benjamin Mureithi, George Juma Ondeng, Lt. Col. Tertius Mokua Ombachi, Paul Famba, Purity Wachuka Kamau, Chimwaga Mongo, Richard Barno, Langat Kiprop (Dr.), Joseph Mbatha Maingi, Grace Fikirini, Lawrence Mwiti Muthamia, Gladys Wekesa, Dino Martins (Dr.), Louise Leakey (Dr.), Cecilia Ngoyoni, Abraham Ekai, Vata Nganda, Marta Mirazon Lahr (Prof.).
The terms of reference of the Presidential Taskforce shall be to—
(a) carry out a comprehensive mapping of all sites associated with rich history of Kenya as Home of Human Origins in
Lake Turkana Basin and beyond;
(b) undertake a comprehensive study of the research findings associated with the paleontological sites in the Lake
Turkana Basin to establish a database of all relevant fossil findings in the region and the rich history they represent;
(c) develop a comprehensive investment plan for Kenya Home of Human Origins Museum and Science Park;
(d) develop a database of associated paleontological and archaeological objects from Kenya that were taken to museums overseas and recommend strategies for bringing them back to the country;
(e) develop exhibition concepts and storylines associated with the proposed human origins sites within the Lake Turkana
Basin;
(f) develop a sustainable tourism marketing strategy for Kenya
Home of Human Origins Museum and Science Park in
Lake Turkana Basin;
(g) recommend strategies on how to work with relevant institutions locally and internationally to realize this important national project;
(h) develop a prioritized implementation matrix that clearly states the immediate, medium, and long-term plans for the project and the attendant budgetary requirements necessary for the successful execution of the project; and
(i) consider, perform, or advise on any other matter or subject ancillary to the above.
In the performance of its functions, the Presidential Taskforce—
(a) shall regulate its own procedures;
(b) shall hold consultations with key stakeholders to solicit, receive, consider and collate inputs that may be useful for the performance of its mandate; and
(c) may co-opt the technical expertise of not more than two- thirds of the appointed members of the Taskforce.
The term of the Presidential Taskforce shall be twelve (12) months with effect from the date hereof, or for such a period as may be specified by notice in the Kenya Gazette.
The costs incurred by the Presidential Taskforce in the performance of its functions shall be defrayed from the voted funds of the Ministry of Defence and Ministry of Tourism and Wildlife.
The secretariat of the Presidential Taskforce shall be based at the
Ministry of Defence.
