PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed used Oil recycling facility and office block. Jimlex Shipping Agencies Limited herein referred to as the Proponent of the proposed project in Mwatate location, has proposed to develop used oil recycling facility and an office block. The site will have an office block and 4 above storage tanks and paved floors where the machines will be installed. Used oil is generally discarded after specific period of use, although 80% to 90 % of the constituent of the oil remain generally unchanged and it is useful constituent can be economically recovered. The present oil crisis has lead to the development of certain techniques, which give some physical and chemical treatment to oil so that it can be made comparable to new. Jimlex Shipping Agencies Limited innovation will use waste material from engine oil hydrochloric, waste from the ship, railway and aircraft as their sources of raw material. However, the raw material like heavy duty waste oil such as different oil, over SAE 80 or grease of fire proof oil will not be used. All lubrication oil undergo physical and chemical Alteration as a result of undesirable impurity taken up by oil during its use in the engine such as dust, metallic fine from wearing of engine parts, water from leakage of jackets, sooty carbonaceous mater produced as a result of fuel oil burning etc. dust and metallic fines cause abrasion of sliding surface and bearing and adversely affect the effectiveness of oil. Carbonaceous matter affects its viscosity. Water forms an emulsion with burning oil and causes rusting and corrosion by combing with the products of combustion The following are the anticipated impacts and proposed mitigation measures: Anticipated Environmental Impacts  Mitigation Measures Oil pollution  Proper storage handling of pure oil, and recycling of oil wastes.  Maintain project tanks and equipment to avoid leaks. Noise pollution  Sensitize drivers of construction machinery on effects of noise.  Implementation-on activities to be restricted to day time.  Workers in the vicinity of or involved in high levels noise to wear safety protective gear. Changes in hydrology /impeded drainage.  Proper installation of drainage structures.  Install cascade to break the impact of water flowing in the drains.  Ensure efficiency of drainage structure through proper design and maintenance.  Provide gratings to the drainage channels. Soil erosion  Control Earthworks and compact loose soils;  Install drainage structure properly.  Ensure management of excavation activities;  Control activities especially during rainy conditions.  Provide soil erosion control and conservation structure where necessary.  Efficiency of erosion control measures, pave the site to avoid soil contamination.  Cement the proposed site to avoid underground water contamination. Water Resources  Adopt sound water conservation measures.  recycle water at the implementation phase where possible.  make use of roof catchments to provide water i.e. for general purpose, install automatic taps. Public health and occupational safety.  Train construction workers on occupational health and safety.  Provide full protective gear and Workmen’s Compensation cover in addition to the right tools and operational instruction manuals.  Adopt sound waste management system to ensure proper solid waste disposal and collection facilities.  Sensitize staff on environmental management.  Ensure good working condition of the sewerage system always and sanitary facilities should be clean and disinfected. Fire safety and preparedness  Conduct training on the fire fighting evacuation and emergency response.  Sensitize the residents on fire risks and conduct regular fire drills.  Adopt effective emergency response plans.  Maintain/service fire fighting machinery regularly.  Provide emergency numbers at strategic points.
