PURSUANT to regulation 21 of Environmental (Impa ct Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Iluluwe project (Formerly Athi Springs).. The project will involve construction of apartments, Villas, town houses, sports club, cottages, retail center, 18 holes golf course, club house and golf front homes. In support of the proponent‘s vision lots of 3, 50 and 200 acres of land, currently defining the various development phases shall be subdivided into ¼ acres and 1/8 acre lots and which sub plots shall be offered for sale under a controlled development scheme. Provision of more than 70 acres will also be made for a sports club, theme park, shopping mall, office park, ICT Park, hotel and conference, schools, petrol station, hospital, church and community center which developments shall be undertaken in structured phases within the regulatory framework contemporaneously with the residential and infrastructural development. The proposed site is situated about 46 km from Nairobi and 15 Km from Athi river town. The project will be on L.R 13208/2.The total area is 1000 Acres. The following are the anticipated impacts and proposed mitigation measures: Anticipated Environmental Impacts Mitigation Measures Air And Dust Pollution  Carry out vegetation clearance on a phased basis.  Spray stockpiled materials and open ground areas with water  Material trucks should be covered during delivery to the site.  Source raw materials within vicinity  Maintain vehicles, while machines must not be left idling.  Implement appropriate traffic signals and signs. Water Quality (Effluent Discharge)  Fuels and raw materials should be stored properly, away from water bodies  Conduct periodical water quality monitoring.  Ensure that golf course is lined to prevent ground water contamination  Use approved fertilizer and pesticides and according to manufacturers‘ instructions Soil Erosion And Compaction  Install appropriate drainage systems  Provide adequate screens  Avoid the traversing of bare soil by vehicles  Designate a main access route for heavy machinery;  Ensure designation of a maintenance area for vehicles and other equipment. Noise And Excessive Vibration  Allocate designated access roads  Use silenced machinery and instruments and site the same appropriately.  Supply workers with ear plugs and ear muffs.  Employ temporary noise barriers.  Observe construction hours of 8:00 a.m. to 6:00 p.m.  Provide traffic signage and signals. Effect On Landscaping And Aesthetics  Conduct planned vegetation clearance and re-vegetation and retain vegetation screens.  Ensure that local building materials and muted colors are used. Socio-Economic Impacts  Develop a CSR programme to involve the locals.  Dedicate vending sites where waste receptacles are provided.  Educate food vendors on food safety and poisoning  Purchase goods and supplies from suppliers within the area.  Improve and maintain road network to provide access Increase In Water And Energey Use  Ensure that there is adequate water available  Use of rain water harvesting methods and the maximizing of recycled water in the irrigation activities.  Install energy saving bulbs and Utilize solar panels. Increase In Solid Waste  Ensure waste is collected by NEMA approved waste collection company  All the refuse generated should be properly transported and disposed.  Provide garbage receptacles. Security  Ensure employment of persons from the nearby communities.  Ensure that buildings are properly secured; and that there is adequate security Occupational Health And Safety  Ensure plans are approved by Municipal Council of Mavoko  Provide all employees with safety and protective gear. THE KENYA GAZETTE 10th February, 2012 372 372  Designate and communicate the OHS roles and responsibilities of employees  Ensure that all machinery used on the site is properly maintained and inspected before use.  Install several suitable, approved fire extinguishers  Place a fully equipped first aid kit on the project site.  Place warning signs for hazardous or flammable substances.  Place information signs around the project site in case of emergency  Keep emergency logs including emergency contacts.  Ensure chemicals are stored safely and MSDS are made available.  Ensure compliance to the Occupational Health and Safety Act of 2007 The full report of the proposed project is available for inspection during working hours at: (a) Director General, NEMA, Popo Road, off Mombasa Road, P.O.
