GAZETTE NOTICE NO. 11413

IT IS notified for the general information of the public that the Minister for Transport has appointed an Implementation Committee for Jomo Kenyatta International Airport Expansion Project. The Committee shall comprise of the following— Gabriel Kivuti, Kenya Airports Authority Board Member— (Chairperson) Members: Hassan Maalim Kulow, Kenya Airports Authority Board Member, Catherine Kuria, Kenya Airports Authority Board Member, Managing Director, Kenya Airports Authority, Director Genera, Kenya Civil Aviation Authority, Chief Executive Officer, Kenya Airways, Director General, Vision 2030, Permanent Secretary/Alternate, Ministry of Transport, Permanent Secretary/Alternate, Ministry of Finance/Treasury, Solicitor General /Alternate, State Law Office, Project Manager, Project Management Unit, The terms of reference of the Committee are to— (a) Oversee the overall project preparation, management and implementation of the project, by— (i) providing strategic policy direction; and (ii) resolving any constraints in the implementation of the project which would require interventions from other ministries or arms of the Government; (b) set the overall governance structure of the project including the validation of the operating procedures; (c) validate the requirements which need to be met by the project management teams based on the objectives and key performance indicators; (d) advise and make recommendations on the appointment of the project manager and the supervision team; (e) assess and oversee the management of project costs, scope, risks and arbitrate on the allocation of resources; (f) recommend to the project manager any changes to or adaptation of objectives during the project phases; (g) be responsible for setting up of the project organization team; and (h) receive and give direction on management of issues arising from stakeholders.
