THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT

(No. 8 of 1999)

REGULATION


PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed residential development. The project entails construction of 54 masionettes (4Br with servant quarter each) in addition to two shops, a borehole and an effluent treatment plant. The plot is located off Kiserian-Ngong Road, Lower Matasia area about 4.5 km. from Ngong Town or about 5 km. from Kiserian Shopping Centre. It is about 0.7 km. off the Ngong-Kiserian Road to the East. The plot size is approximately 6 acres and currently vacant. The following are the anticipated impacts and proposed mitigation measures: Environmental Issues Mitigation Measures Occupational health and safety  Provision of PPEs to workers.  Erecting a protective fence.  Erect scaffoldings and dust screens.  Install safety signs.  Document and display on site emergency procedures.  Create health and safety awareness.  Switch of equipment not in use.  Carry out activities with high noise levels and high vibrations during the day.  Construct temporary toilets during construction.  Maintain high standards of hygiene and cleanliness.  Provide and maintain high levels of cleanliness and conducive sanitation.  Create health and safety awareness of occupants.  Install safety signs.  Ensure adequate evacuation capacity.  Provision of protective clothing. Traffic obstruction  Stagger deliveries and collections of materials.  The neighborhood association shall enlist new neigbours in infrastructure development and maintenance. Improper effluent disposal into natural water systems  The proposed effluent treatment plant proposed has been evaluated and approved by NEMA and Nairobi City Council. The effluent plant discharge shall be monitored monthly to ensure the discharge meets legal specifications all the time. Negative effects on flora and fauna  Ensure effluent treatment plant discharge water meets environmental standards. Improper solid waste disposal  During construction, re-use materials excavated materials where possible.  Ensure all solid waste is corrected by an 3rd February, 2012 THE KENYA GAZETTE authorized waste handler. Exhaust Emission to the environment  To minimize emission from construction vehicles/equipment, idling of shall be prohibited.  Implementation of a regular maintenance programme on vehicles and equipment to reduce emissions shall be done. Fire risk  The completed project shall be fitted with safety facilities including alarm, firefighting equipment and fire exits.  There shall be detailed emergency response plan that shall be communicated to all residents. The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director General, NEMA, to assist the Authority in the decision making process of the plan.
