PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Bulk Storage of Liquefied Petroleum Gas in Kisumu Township on Plot Number Kisumu / Nyalenda’B’ / 1911 Nyabera village in Kisumu East District. The Proponent (Enworld (EA) Limited) of the proposed Bulk Storage of Liquefied Petroleum Gas is proposing to build a modern, medium sized LPG storage and filling plant in Kisumu with an initial storage capacity of 100 metric tonnes and a filling rate of 1000 cylinders per hour. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Dust and gaseous emissions • Watering should be done where appropriate during construction. • Control speed and operation of vehicle on site. • Use environmentally clean fuels for the vehicles coming onsite. Solid waste generation • A reputable solid waste handler will be THE KENYA GAZETTE 26th October, 2012 4136 4136 contracted to regularly collect solid waste. • There will be adequate provision of strategically placed waste bins at the facility to ensure that there is no idle litter. Loss of top soil cover • Avoid unnecessary movement and disturbance of soil surface. • Resurface/pave open areas after the completion of the project. • Apply soil erosion control measures such as the leveling of project site to reduce runoff, velocity and increase infiltration of storm water into the soil. Surface Drainage System • Drainage channels should be installed in all areas that generate or receive surface water such as car parking and driveways. • Drainage channels should be covered with gratings to prevent occurrence of accidents and entry dirt that would compromise flow of run-off. • The channels should be designed with regards to the peak volumes such as periods or seasons when there is high intensity of rainfall for avoid overflow. • Maintain existing drainage channels to avoid blockages. Increased Energy Demand • Switch off all electrical appliances when not in use • Use energy conserving electric lamps for general lighting. Accidents and Occupational Risks • Implementation of safety measures and emergency plans to contain accident risks associated with the product being handled. • A fully equipped first aid kit. • The contractor should have workmen’s compensation cover. • Adequate clean sanitary facilities shall be provided. Noise • Workers should be provided with Personal Protective Equipment such as earmuffs when operating noisy operations. • Vehicle drivers and machinery operators to switch off engines of vehicles or machineries not being used. • Noisy operations should be done during the day. Leaks from installations • Regularly tests to ensure integrity of the installations such as air separators, valves, couplings, dispensing hoses and storage tanks. • Inventory management / stock reconciliation shall be done daily to ensure no leakages and to monitor available stocks. • Installations shall be made of strong material such as steel to ensure no leaks. Accidental spills • Sound engineering must be put in place. • Reliable operations and effective written operating procedures. • Good preventive and predictive maintenance techniques. • Commitment to safety. • Oil interceptors should be provided. Risk of fire • Install smoke detectors at strategic locations in the site. • Install gas detection system in a strategic location. • Install fire alarms. • Install and maintain firefighting equipment located at strategic points. • Sensitize the workers on fire risks and use firefighting equipment. • Sand buckets shall be easily accessible, full and ready to use. • Observe safety precautions during loading and offloading of trucks. • “No Smoking” rule shall be observed and all signs displayed, clean and easily legible to the customer. Emergency Response Plan • Provision of security throughout the project implementation. • Provide emergency numbers at strategic points. • Install emergency Stop Buttons. • Install firefighting equipment and train staff on how to use them. • Maintain a First Aid kit. • Install water tank with large volume of water. Traffic Flow Management • Ensure sufficient parking space. • Avoid unnecessary delays at the loading bay. • One staff should be assigned the role of traffic management.
