PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Game Lodge & Resort project in Kimana, Loitoktok district plot L.R. No. LTK/Kimana-Tikondo/3317. The Proponent (Kijos Holdings Limited) is proposing to construct a Game Lodge and Resort consisting of 64 guest rooms units; conference facilities; waste water treatment plant; swimming pool among other auxiliary facilities. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Vegetation clearing  Ensure that any disturbance to flora and fauna is restricted to the actual project area.  Preserve individual trees within the site that do not fall on the proposed buildings and infrastructure paths.  Ensure proper demarcation and delineation of the project area to be affected by construction works.  Introduction of vegetation (especially indigenous species) on open spaces and around the project site and ensure their maintenance.  Design and implement an appropriate landscaping programme to help in re- THE KENYA GAZETTE 28th September, 2012 3746 3746 vegetation of part of the project area after construction. Wildlife disturbance  Erect necessary barriers to avoid direct human-wildlife interaction.  Fence only built up areas and not the whole project plot.  No hunting at or around the camp unless appropriate permits are obtained.  Allow animals as much free movement as possible around the site.  Identify and avoid encroaching into wildlife hide-outs, breeding areas and feeding points. Visual intrusion  Ensure all buildings blend well with existing natural environment.  Practice land use that will be compatible with wildlife existence in the rest of the project land and adjacent wildlife sanctuary.  Retain existing vegetation as much as possible.  Re-vegetate project plot by use of indigenous species as much as possible. Occupational health and safety risks  Appropriate health and safety measures shall be implemented as per the Occupational Health and Safety Act, 2007.  Provide appropriate personal protective equipment for all staff.  Unattended public access to the construction site should be restricted.  All necessary safety and informative signs should be erected in appropriate places.  Install fire management equipment in strategic areas. Insecurity  Unattended public access to the construction site shall be restricted.  A daily register of all workers at the site shall be kept.  Security personnel shall be posted within and around the project site. Noise and vibrations  Comply with maximum permissible noise levels for constructions sites.  Prescribe noise reduction measures e.g. restricted working hours and transport hours and noise buffering.  All construction works and delivery of materials shall be carried out during the day between 0800 Hrs and 1700 hrs.  Use quiet equipment (i.e. equipment designed with noise control elements such as mufflers and silencers).  Ensure use of well serviced and maintained vehicles and equipment.  Install portable barriers to shield noise emitting equipment where applicable. Air pollution (exhaust emissions and dust)  Use dust management techniques, such as water spraying to control dust.  Pave, use water, or apply (non-toxic) soil stabilizers on all unpaved access roads, parking areas and staging areas at construction site.  Vehicles and machineries should be switched off when not in use.  Cover all trucks hauling soil, sand and other loose materials or require all trucks to maintain at least two feet of freeboard.  Use of electrically operated construction machinery to avoid externalities produced by diesel engines.  Erect dust screens/barriers where applicable. Waste generation  Solid waste management during construction and operational phases of the project must adhere to the Environmental Management and Coordination (Waste Management) Regulations, 2006.  Provision of facilities for proper handling and storage of construction materials.  Use of building materials that have minimal packaging to avoid the generation of excessive packaging waste.  Adequate collection and storage of waste on site and safe transportation to the disposal sites and disposal methods at designated area shall be provided. Increased water demand  Provide rain water harvesting facilities.  Encourage staff to turn off taps when not being used.  Quickly fix leaking taps, pipes and water tanks.  Minimize water use in the gardens. Increased energy demand  Identify and use areas/equipment/systems having minimum energy consumption.  Install energy saving lights.  Use alternative energy sources such as solar for water heating.
