PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed installation of on-surface pre-fabricated 210m Industrial Diesel Oil (IDO) storage tanks) on Plot No. 209/8849, Lunga Lunga road industrial area next to Kenya Pipeline Corporation (KPC) depot, Nairobi County. The Proponent (Lunga Lunga Petroleum Company Limited) of the proposed installation of on-surface pre-fabricated 210m Industrial Diesel Oil (IDO) storage tanks) proposing to install a three cylindrical steel tanks of 210m capacity for storage of Industrial Diesel Oil ( IDO). The Tanks will be fabricated elsewhere and installed on site. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures General waste and solid wastes  All solid waste will be collected at a central location on site and will be stored temporarily before collection by CCN trucks  No dumping within the surrounding area is to be permitted  The Station refuse areas should be secured and enclosed to minimize the risk of accidents and attracting scavengers.  Separation of the wastes on site to enable recycling and resource recovery as the 3R principles. Site Traffic & Safety  Place prominent signage alerting oncoming traffic (both human and vehicle) to the site  Provide safety visibility measures for vehicles coming out of the facility.  Train installation workers on Occupation Health and safety and basic first aid training Waste water  Periodic checks and regular maintenance should be carried out on the functioning of the wastewater system  Document volume of waste to aid in determining improvements with regard to waste management.  Timely Servicing of machineries on site to avoid cases on leaks  Install oil/ fuel leak detectors on site  Construction of gully and collector pit.  Construction of drainage lines and oil interceptor Air quality / Dust Control  Vehicles should switch off engine during while at site  Warning signs against smoking should be displayed on site 28th September, 2012 THE KENYA GAZETTE  Mitigatory measures such as wetting down, as well as the erection of shade netting screens to prevent offsite movement of dust may also be required.  Any construction machineries found to be emitting excessive smoke should be stopped from the operations for some mechanical attention before it could continue  Provision of dust masks to workers when working in dusty environment Runoff, Spill & Leak prevention  Regular inspection of the drainage system and recovery of volumes during the rainy season to minimize risk of flushing.  Pipes carrying waste water and fuel should be repaired and maintained in case of breakages. Health and safety management  Provide first aid facility  Develop employee training programme on health and safety  Establish health safety plan frame work of procedures to protect the health and safety of all personnel during operations Occupational health risk to workers and general public  The proponent shall prepared Method Statements covering the procedures and response plan for the main activities, which could generate emergency situations through accidents or neglect of responsibilities.  The proponent shall ensure that his employees are aware of the procedure for dealing with spills and leaks.  The proponent shall assemble and clearly list the relevant emergency telephone contact numbers  The proponent shall comply with all standard and legally required health and safety regulations as promulgated under the Occupational Health and Safety Act 2007 and associated regulations  The proponent must provide and maintain personal protective equipment and facilities to employees at all times during operation of the tanks  Official training in the correct fit, use, care, storage and limitations of all Personal Protective Equipment must be given to the employees  The proponent shall provide a standard first aid kit at the site office of each camp Fire and Accident Prevention  An inventory should be kept for all fire protection measures.  ‗No smoking‘ sign should be prominently displayed.  A supply of relevant (in case of fuel powder) First Aid cylinders should be maintained and regularly serviced.  Regular training of the personnel in relation to fire emergency and accidents.  Firefighting equipment should be kept in easily accessible places and be regularly checked. Excavations /earth movements  Excavations should be limited to the tank plat form  Contingency plans should be designed for the rapid control of spilled material as near to the source as possible. De-mobilization  The site is to be cleared of all construction materials, including litter prior to hand over  Fences/barriers associated with the construction phase must be removed from the site  Fences, barriers and demarcations associated with the construction phase must be removed from the site  Rehabilitation Activities of Environmental Cases indentified must continue throughout the defect liability period The full report of the proposed project is available for inspection during working hours at: (a) Director-General, NEMA, Popo Road, off Mombasa Road, P.O.
