THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT

(No. 8 of 1999)

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed construction of petroleum services station on plot no MN/II/ 9874 and 9875, in Mishomoroni along Mwakirunge road in Mombasa County. The Proponent (Ali M. Mbogo and Yumna F. Ahmed) of the proposed construction of petroleum services station on plot no MN/II/ 9874 and 9875, in Mishomoroni along Mwakirunge road in Mombasa County. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Soil disturbance and pollution  Excavation only at areas of construction and pave open spaces to reduce erosion.  Ensure vehicles delivering materials and machines are in good condition- no leaks.  Part of the excavation material will be used for landscaping and beautifying the project site  The UST need to be pressure tested  Leak detection system needs to be installed with automatic cut-off with pressure drop Water Pollution  Contain packaging of building materials of new equipment installed  The location and standards of the septic tanks and soak pit will conform to the requirements.  Construct oil interceptor with carefully calculated volumes and established flow rates.  Refrain from realising any demolition waste into the environment  allocate segregated & covered garbage bins Biodiversity  Use durable materials to reduce waste.  Ensure that garbage bins are labeled and covered, strategically placed for ease in collection by reputable handler. Air pollution  Ensure the vehicle engines are in good condition to reduce levels of exhaust gases  Water sprinkling to reduce dust  Vapour recovery system to be installed in the breathers to prevent discharge of fuel fumes into the environment.  Use environmentally clean fuels. Noise pollution  Construction during daylight hours  Drive vehicles into the site without undue noise (hooting). (b) Permanent Secretary, Ministry of Environment and Mineral Resources, NHIF Building, Community, P.O. Box 30521, Nairobi. (c) County Director of Environment, Mombasa County. The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, NEMA, to assist the Authority in the decision making process of the plan.
