PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed upgrade of Hunkar Trading Company Limited LPG depot on L.R. NO.209/10577/1 along Maasai road, off Mombasa road. The Proponent (Hunkar Trading Company) of the proposed extension and upgrade of LPG depot on LR NO 209/10577/1 along Maasai road, off Mombasa road has proposed to carry out construction of three storey masonry, two bulk LPG storage tanks, bulk LPG offloading compressors, LPG cylinder filling and storage sheds, platform weighbridge, electric and pipe work installation and fixed fire fighting spray systems and water storage tanks. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Increased solid waste generation • A reputable solid waste handler will be contracted to regularly collect solid waste. • There will be adequate provision of strategically placed waste bins at the facility to ensure there is no idle litter. • Use durable long lasting materials that shall not need to be replaced as often thereby reducing the amount of construction wastes generated over time. Dust and gaseous emissions • Watering should be done where appropriate during construction. • Control speed and operation of vehicle on site. • Use environmentally clean fuels for the vehicles coming onsite. Surface Drainage System • Drainage channels should be installed in all areas that generate or receive surface water such as car parking and driveways. • Drainage channels should be covered with gratings to prevent occurrence of accidents and entry dirt that would compromise flow of run-off. • The channels should be designed with regards to the peak volumes such as periods or seasons when there is high intensity of rainfall to avoid overflow. • The drainage channels should be self- cleaning which means it should have a suitable gradient. • Provide suitable storm water drainage channels to effectively discharge water to safe areas. • Maintain existing drainage channels to avoid blockages. Increased Energy Demand • Switch off all electrical appliances when not in use • Put off all lights immediately when not in use /required or are not needed. • Use energy conserving electric lamps for general lighting. Noise • Workers should be provided with Personal Protective Equipment such as earmuffs when operating noisy operations. • There should not be unnecessary horning of the trucks at the site. • Vehicle drivers and machinery operators to switch off engines of vehicles or machineries not being used. • Noisy operations should be done during the day. Leaks from installations • Regularly tests to ensure integrity of the installations such as air separators, valves, couplings, dispensing hoses and storage tanks. • Drops or wetness to ensure no leakage must be checked regularly. • Inventory management / stock reconciliation shall be done daily to ensure no leakages and to monitor available stocks. • Installations shall be made of strong material such as steel to ensure no leaks. Risk of fire • Install and maintain firefighting equipment located at strategic points. • Sensitize the workers on fire risks and use firefighting equipment. • Sand buckets shall be easily accessible, full and ready to use. • Observe safety precautions during loading and offloading of trucks. • No blockages at the entrance and the exit. • Forecourt should be clean, no litter, oil or spillage. • “No Smoking” rule shall be observed and all signs displayed, clean and easily legible to the customer • Engines shall not be running while the vehicle is at the loading bay. • No use of mobile phones at the forecourt. • All electrical components at the site shall be of appropriate quality to minimize risks associated with faulty electrical fittings. • All cables serving the pumps shall be well-insulated and in sealed conduits. Emergency Response Plan • Provision of security throughout the project implementation. • Provide emergency numbers at strategic points. • Ensure that all workers have access to communication facilities (phones etc) for quick emergency response. THE KENYA GAZETTE 31st May, 2012 1930 1930 • Install emergency Stop Buttons. • Install fire-fighting equipment and train staff on how to use them. • Install vehicle collision protection bars at the loading bay. • Maintain a First-aid-Kit. Traffic flow management • Ensure sufficient parking space. • Avoid unnecessary delays at the loading bay. • One staff should be assigned the role of traffic management. Loss of top soil cover • Avoid unnecessary movement and disturbance of soil surface. • Resurface/pave open areas after the completion of the project. • Apply soil erosion control measures such as the leveling of project site to reduce surface runoff, velocity and increase infiltration of storm water into the soil.
