GAZETTE NOTICE NO. 932

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Longonot gate golf resort and holiday homes project. The project will involve construction of residential houses, golf course, electrification and solar powered electrical perimeter fence, road networks, dams, water supply and reticulation, septic tanks, drilling 4 boreholes, police post and cemetery. The proposed project is located on L.R. No. Naivasha/Maraigushu Block 10/13 (Kedong), Kedong ranch village, Munyo sub location, Longonot location, Longonot Division, Naivasha district in Rift Valley Province. The area targeted for development measures approximately 2400 acres located on the foot hills of Mt. Longonot bordering Mt. Longonot National Park. On the northern side the fresh water Lake Naivasha is approximately 10 kilometres from the northern end of the proposed development. The following are the anticipated impacts and proposed mitigation measures: Environmental Issues Mitigation Issues Changes in land use  Ensure compliance with existing planning policy.  Landscaping and introduction of Vegetation. THE KENYA GAZETTE 27th January, 2012 212 212  Maintenance of landscaped gardens, conservation and management of vegetation and gardens. Changes in hydrology or impended drainage  Proper installation of drainage structures  Install cascades to break the impact of water flowing in the drains.  Ensure efficiency of drainage structures through proper design provide gratings to the drainage channels. Vegetation clearance  There should be minimal removal of indigenous plants.  Areas not used for construction should be demarcated and plants left un disturbed.  An appropriate landscaping programme should be designed. Public health and occupational safety  Train staff/workers on occupational health and safety.  Provide full protective gear & workmen‘s compensation coverin addition to the right tools and operational instructions & manuals.  Adopt sound waste management system to ensure proper solid waste disposal and collection facilities Adopt sound housekeeping practices.  Engage the services of qualified personnel and/or ensure training.  Ensure use of standard construction materials and to the specifications. Avoid undesirable, substandard, hazardous or unauthorized materials during construction & maintenance.  Sensitized staff on social/health issues such as drugs.  Ensure machinery and equipment servicing and maintenance as per schedules & legal requirements.  Post strategically the Factories and Other Places of Work Act Abstract & provide material safety data sheets.  Post clear warning signs eg. ‗No unauthorized use of machines‘, ensure there are guards on moving parts etc.  Provide fully equipped First Aid kits & train staff on its use.  Ensure adherence with the legal requirements- Factories Act. Solid waste management  Follow the prevailing NEMA regulations on waste collection, storage, transportation and disposal.  Construct adequate & standard Septic tanks. It must be monitored for timely exhaustion.  Incorporate suitable facilities for collection, segregation and safe disposal of solid wastes.  Provide a waste collection centre and appropriately labelled bin preferably colour coded for various categories of waste into organic remains, plastics and polythenes, glass, paper, metal, wood etc.  Dustbin cubicles must be protected from animals and rain.  Bins should be regularly cleaned and disinfected.  Provide possibilities for waste recycling options - in-house and off-site.  Identify suitable solid waste disposal arrangements.  Ensure that materials that have to be disposed are handled by a licensed handler.  Ensure that materials to be disposed are dumped in designated areas.  Provide an appropriate storage facilities for building materials and wastes to avoid littering the compound.  Provide solid waste handling facilities such as waste bins and skips. Dust emissions  Ensure that water is poured in areas where dust is emitted to avoid emitting dust into the air.  Avoid excavations in very dry weather.  Speed of vehicles should be limited. Exhaust fumes  Construction machines should be serviced regularly to avoid excess emission of fumes.  Vehicle used should be in good mechanical condition.  Drivers and other machine operators should be instructed to minimize emissions. Noise pollution  Signs to warn people on noise.  Use of machines that make less noise.  Plant trees around the site to reduce noise transmission around the campus. Fire safety and preparedness  Firefighting equipment should be installed in easily accessible places.  Signs of assembly points in case of fire should be made at appropriate point (s).  Conduct training on fire fighting, evacuation and emergency response.  Adapt effective emergency response plan.  Maintain/service fire fighting machinery regularly.  Provide emergency numbers at strategic points.  Sensitize the residents on fire risks i.e. conduct regular fire drills. Road safety  Enforce speed limits for vehicles especially along roads leading to the site.  Provide bill boards at the site/entrance to notify motorists about the development.  Construct safe & un -obstructed acceleration and deceleration. Oil pollution  Proper storage, handling and disposal of oil and oil wastes.  Maintain plant and equipment to avoid leaks.  Maintenance of construction vehicles should be carried out in the contractors yard off the site. Air pollution  Enclose the site with dust-proof net.  Control speed and operation of construction vehicles.  Discourage idling of vehicles.  Spray to dry soils in excavated areas to suppress dust.  Regular maintenance of construction plant and equipment. 27th January, 2012 THE KENYA GAZETTE  Engage sensitive construction workers.  Use of clean fuels.  Provide barriers such as walls and trees around site boundaries to provide some buffer against dust propagation. Soil disturbance  Control earthworks.  Install drainage structures Properly.  Compact loose soil.  Landscaping.  Ensure management of excavation activities.  Control activities specially during rainy conditions.  Provide soil erosion control structures on the steep side during construction phase. Water quality  Water storage tanks and pipe work should be well maintained and checked regularly for integrity and defective installation be removed and replaced appropriately.  Inspect the drainage system regularly and ensure that it is free of debris including slit and other materials which may reduce its efficiency.  Ensure use well designed septic tanks.  Provide sanitary facilities for construction workers. Liquid waste management  Provide adequate and safe means of exhausting filled septic tanks.  Conserve water e.g. by avoiding unnecessary toilet flushing.  Ensure taps are not running when not in use.  Install water conserving taps that turn- off automatically when water is not being used.  Install a discharge meter at water outlets to determine and monitor total water usage.
